Summary

The incumbent serves as a Food Technologist and Scientific Liaison in the Agricultural Marketing Service's (AMS), National Organic Program's (NOP). Position will be based in the Standards Division and will support the National Organic Standards Board (NOSB), on an advisory board to the NOP. Incumbent will support the board by taking meeting minutes, reviewing technical reports, offering assessments of materials used in food production, and vetting materials against organic regulations.

Duties

Help
  • The duties described are for the full-performance level. At developmental grade levels, assignments will be of more limited scope, performed with less independence and limited complexity.
  • The duties may include, but are not limited to:
  • Conducts literature reviews, investigating the current context of material use, specific questions related to environmental or health impacts of materials, and/or in-depth research about alternative practices or materials.
  • Drafts language for proposals and recommendations to be used by the NOSB when preparing recommendations and responses to NOP.
  • Conducts and/or assists higher-graded analysts in the evaluation of administrative programs, systems, and methods.
  • Develops internal guidelines for management on techniques and methods improvements, prepares special reports, conducts administrative research and analysis, analyzes operational trends.
  • Utilizes multiple web-based systems to provide support, conduct research, input information, and conduct analysis related to data integrity and reporting.
  • Explains procedures and policies to internal and external stakeholders, and successfully utilizes a customer service approach in all matters.
  • Determines the appropriate response or responsible party for correspondence with the NOSB.
  • Reviews and tests software to assess whether product meets user needs.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below.

BASIC REQUIREMENT:
A. Degree: food technology, or dairy technology, microbiology, biology, chemistry, physics, or a related discipline or field of biological or physical science. The course work must have been comprised of at least 30 semester hours in the basic biological and physical sciences, and included at least 20 semester hours in food technology and closely related subjects, or 20 semester hours in subjects that can be applied directly to food technology.

B. Combination of education and experience -- courses equivalent to a major, including the course work specified, as shown in A above, plus appropriate experience or additional education.

FOR THE GS-9 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-07 grade level) that demonstrates:

  • Experience conducting background research and analysis on agricultural production or food handling/processing.
  • Evaluating substances (materials) and/or agricultural inputs in food processing and handling.
  • Experience in taking meeting minutes and notes; participating in meeting with stakeholders; writing correspondence and meeting summaries; reviewing and assessing inquiries; experience writing various documents, including policy papers, briefings, and memoranda. Demonstrated experience in conducting these activities in the context of scientific, agricultural, or food technology information.
  • Experience using databases or electronic management systems to track, manage, and report data, workflows, and correspondence.
OR 2 years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree.

FOR THE GS-11 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-9 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates:
  • Evaluating substances (materials) and/or agricultural inputs in food processing and handling to assess compliance with the Organic Foods Production Act of 1990 and the USDA organic regulations.
  • Conducting background research and analysis for policy issues related to agricultural production or food handling/processing.
  • Experience in taking meeting minutes and notes; participating in meeting with stakeholders; writing correspondence and meeting summaries; reviewing and assessing inquiries, complaints, and evidence or other data to evaluate whether incoming information is relevant to a specific Federal or State law or regulation.
  • Experience writing complex documents, including policy papers, briefings, public policy documents, memoranda, and/or position papers. Experience translating technical and scientific information into plain language for a non-scientific audience.
  • Experience using databases or electronic management systems to track, manage, and report data, workflows, and correspondence.
OR 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

Equivalent combinations of education and experience are qualifying for this grade level.

COMBINATION OF EDUCATION & EXPERIENCE AT THE GS-9 and GS-11 GRADE LEVEL: Applicants may have combinations of successfully completed education and specialized experience to meet total qualification requirements. The total percentages must equal at least 100 percent to qualify for that grade level.
