Duties

This position is located within the Department of the Interior, Bureau of Trust Funds Administration (BTFA), Trust Operations - Information Resources and Trust Records (TO-IR/TR), Office of Information Resources (OIR).

At the full performance level (GS-11) the major duties of this position include, but are not limited to the following:

1. Provides expertise to the ACIO, DACIO, and BTFA leadership and program areas regarding all Information Resources budgetary requirements and needs.
2. Creates monthly budget reports as well as TO-IR leadership special ad-hoc requests regarding day-to-day budget activities.
3. Serves as the liaison with the BTFA Budget Officer, Budget Office staff, and the TO-IR/TR Budget Analyst.
4. Coordinates the development of the TO-IR budget for submission to the ACIO and BTFA Leadership for fiscal year "Green Book" submissions.
5. Creates and maintains a Budget "Dashboard" for TO-IR/TR leadership.
6. Coordinates with the ACIO, DACIO and other TO-IR/TR program leaders on reviews of budget plans, objectives, projects, and processes, as well as AS-IA and Departmental operational directives and guidance.

Salary Range Information:
GS-9: $57,118 - $74,250
GS-11: $69,107 - $89,835
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

This position is eligible for a remote work arrangement. The selectee may work from a remote location within the United States as agreed upon by the employee and the hiring official.

Qualifications

To qualify for this position you must meet the minimum qualifications described below for each grade level that you are applying to.

GS-9: To qualify for the GS-9 level you must meet A, B, or C defined below.

A. Specialized Experience: one full year of specialized experience equivalent to at least the GS-07 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equips the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled.

Specialized experience is defined as experience: 1) coordinating and managing information technology purchases and budget requests utilizing financial or accounting systems for projects, contracts, or purchase order processing; 2) understanding and applying information technology funding needs by line item or object class with prior years expenditures; 3) conducting analysis and making financial system determinations to validate transactions and verify financial data accuracy to create budget statements and reports for programs; 4) interpreting and applying budget, acquisition, contracting or procurement rules, laws, or regulations. If qualifying in whole on specialized experience applicants must meet all specialized experience statements described above.

B. Education: Have a master's or equivalent graduate degree from an accredited college or university or 2 full years of progressively higher level graduate education leading to such a degree, or a .LL.B. or J.D., if related. (TRANSCRIPTS REQUIRED)

OR

C. Combination of education and experience: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-9 level.

GS-11: To qualify for the GS-11 level you must meet A, B, or C defined below.

A. Specialized Experience: one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.

Specialized experience is defined as demonstrated experience: 1) compiling and presenting financial data, information work sheets, budget schedules, and other supplemental reports needed for budget and funding reviews for information technology programs; 2) preparing analyses of financial data in support of requests for apportionments or revisions of apportionments; 3) preparing analyses of proposed allotments to determine consistency with program and financial policies and plans; 4) creating budget forecasting and identifying potential program budgetary issues for information technology programs; 5) coordinating and managing the preparation of special reports on budgetary issues or budgetary planning for information technology programs. If qualifying in whole on specialized experience applicants must meet all specialized experience statements described above.

B. Education: Completed Ph.D. or equivalent degree or three full years of progressively higher-level graduate education leading to a doctoral degree. (TRANSCRIPTS REQUIRED)

C. Combination of education and experience: Have a combination of specialized experience and education that equals 100% of the requirement for the GS-11 level.
