As a Supervisory Budget Analyst, you will perform the following duties:

  • Develop creative approaches for the Region, (within given missions and resources), to deal with budget formulation, justification, regional allocation, funds, control, and execution that supports regional operations and priorities currently and in the future.
  • Manage the Building Operation Branch within a Zone. Analyze and review broad, complex budget plans and programs against approved goals, operational plans and current policies; keeping abreast of resources constraints, policy issues, and spending activities. Evaluates overall variance between planned and actual performance and makes appropriate recommendations to the Division Director. Provides regular reporting for all assigned program areas.
  • Manages the Building Operations program for a Zone, consisting of one or more regions. This includes processing, reporting, cleanup, and monitoring activities, and policy interpretation.
  • Plan work to be accomplished by subordinates, sets and adjusts short-term priorities. Prepare schedules for completion of work assignments work based on priorities, selective consideration of the difficulty and requirements of assignments.
  • Evaluate work performance of subordinates; gives advice, counsel or instruction to employees on both work and administrative matters.
  • Identify developmental and training needs of employees, providing or arranging for needed development and training.

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to: Atlanta, GA, Fort Worth, TX, or Kansas City, MO.

The GS-14 salary range starts at $118071.00 per year; locality will be determined based on duty station.

To qualify, you must have at least one year of specialized experience equivalent to the GS-13 level or higher in the Federal service. Specialized experience is experience planning, organizing and evaluating the budget for a major component of an agency. Qualifying experience must include the following: experience developing budget policies and guidelines; writing performance goals and measures related to budgets; developing strategic planning programs; and formulating a performance based budgeting process.

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities.  Your responses to these questions must be supported by your resume or your score may be lowered.  

  • Knowledge of all phases of a budget process to determine and formulate budget estimates.
  • Skilled in developing guidelines, procedures and control measures pertaining to all phases of the budget process.
  • Ability to conduct complex financial data analysis using various methods to determine impact of program initiatives on budget plans.
  • Ability to interpret regulations relevant to the budgetary process.
  • Knowledge of automated budget and financial systems for processing, monitoring and reporting purposes.
  • Ability to assign work, train and provide guidance to subordinates.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
