Help

Directs the personnel management program for the service, performing or overseeing the full range of human resources requirements. Provides personnel management and administration for the Neurology service with varied functions and activities with new and changing requirements. Directs the personnel management program for the office, including matters involving recruitment, promotions awards, position classification, training, disciplinary actions, etc. Shares oversight responsibility with the manager for performance appraisal and merit pay programs. Ensures that the office adheres to reporting requirements at all levels. Develops status reports or response materials for the manager for higher-level attention, review or signature. Directs development of all personnel documentation and of personnel actions. Provides expertise to managers on office human resource needs.
Advises management officials, supervisors, and employees on the interpretation and application of a variety of human resources policies, practices, and procedures. Manages the workflow, capacity utilization, and maintains staffing levels to assure successful operations of the service line. Responsible for managing the recruitment, orientation and retention of clinical and nonclinical staff to meet effective staffing levels for the service. Promotes a climate in which staff can identify problems and develop innovative solutions for improving processes and patient care. Assures that VHA Policies and procedures related to mandatory topics are presented during orientation and thereafter to all personnel in an annual review.

  • Serves as Delegation of Authority for timekeeping.
  • Keeps managers informed of the status of on-going personnel actions and provides advice on solving complex personnel-related problems.
  • Keeps employees/supervisors apprised of available incentive awards and other employee recognition opportunities, assisting in preparation/submission of necessary documentation.
  • Analyzes management plans to determine the impact on administrative processes.
  • Tracks and manages Service equipment. Monitors for end-of-life, investigates new purchases. Works with Service personnel and vendors to acquire the most cost-effective equipment that will provide the best medical outcomes for patients.
  • Performs program cost analyses, such as cost-benefit or economic evaluations of programs especially for the Neurosurgery Service.
  • Conducts portions or phases of a cost effectiveness study for clinical or administrative programs.
  • Serves as Contracting Officer Representative (COR) for Neurology Service and the Neurosurgery Service for short-and-long-term contracts, and equipment planning and purchasing.
  • Performs other duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 07/14/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Creating reports, coordinating and scheduling meetings, and submitting requests/work orders using a personal computer and office automation programs (such as word processing, spreadsheets, etc.); maintaining and updating department or service-level databases and shared computer drives; accurately preparing timecards for submission and processing; resolving timekeeping issues related to overtime, holiday pay, unscheduled hours, and various types of extended leave; managing and balancing financial aspects of general fund control points and purchase procedures; and preparing and submitting requests for recruitment, promotion, reassignment, and disciplinary actions. NOTE: Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, obtained in an accredited college or university which may be substituted for specialized experience to qualify for this GS 11, Administration Officer position if such education demonstrates the knowledge, skills and abilities necessary to do the work of the position.   • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond a Masters Degree.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: The work requires mobility and relative physical efforts may be required. Manual dexterity is required in operation of personal computer and other office equipment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
