The incumbent serves as a principal technical advisor to the Managing Director (MD), OCFO (Office of Chief Financial Officer) and Chief of RROG (Revenue and Receivables Group). The primary purpose of this position is to serve as the revenue collection program analyst and advisor for all Commission’s revenue collection programs.  The incumbent assists the MD, OCFO and the Chief of RROG in the development and implementation of the Commission’s revenue collection programs.  Assists the MD, OCFO, and Chief of RROG in the development, implementation, and operation of the Commission’s revenue collection programs, and ensures that all monies owed to the Commission are collected, processed, and classified in a timely manner. 

Serves as the liaison for MD, OCFO and Chief of RROG with the Commission’s bureaus and offices and assists the attorneys in drafting the Notice of Proposed Rulemaking and Report and Order for the annual regulatory fee collection, the Report and Order for the biennial application fee collection, and other revenue collections programs as assigned. This includes but not limited to drafting the associated public notices; filing guidelines; fact sheets; Federal Register summaries; and any other related documents in order to implement the Commission’s revenue collection programs.

Coordinates with various sources to collect the data necessary in order to calculate Commission’s revenue collections using various data metrics. Develops recommendations and alternative solutions on the effectiveness of current and proposed methods and practices. Prepares the analysis and justifications necessary to support recommendations and alternative solutions.

Works with Commission staff at all levels and contractors to determine the entities that are required to pay revenues to the Commission each fiscal year and the licensees that are required to pay application fees and other revenues, based on data contained in the various licensing systems. The incumbent uploads and verifies the accuracy of the data in the Commissions Registration System (CORES) related to Commission’s revenue collection programs.

Resolves reported cash receipt reconciliation issues based on Collection Information Repository (CIR) deposit number data mismatches with Commission’s core financial management system, Genesis, that may involve troubleshooting multiple collection channels such as Pay.gov Credit Card, Pay.gov ACH, and US Bank to Genesis integrations.

Establishes and updates the annual revenue collections payment type codes, accounting templates, and amounts in Genesis based on published public notices.

Manages all revenue collection program activities to align with Commission’s strategic goals.

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.  

Candidates must meet all of the specialized experience requirements outlined below in order to be deemed as qualified.  

Specialized Experience

GS-14

In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-13 level in the Federal service. Specialized experience is defined as:

1. Experience serving as an advisor for revenue collection programs.
2. Experience accurately tracking the status of revenue assessments, identifying entities that have not paid their required revenues, and assisting in the collection of outstanding revenues and payments.
3. Experience working with senior managers and leaders to identify opportunities for improvement to revenue collection activities.
4. Experience analyzing data and working with various databases to identify revenue collection inconsistencies.

GS-15

GS-15 In order to be deemed as qualified, candidates must have one year of specialized experience which is equivalent to the GS-14 level in the Federal service. Specialized experience is defined as:


1. Experience serving as an advisor for revenue collection programs.
2. Experience accurately tracking the status of revenue assessments, identifying entities that have not paid their required revenues, and assisting in the collection of outstanding revenues and payments.
3. Experience working with senior managers and leaders to identify opportunities for improvement to revenue collection activities.

5. Experience making recommendations and proposals to senior management on how to improve revenue collection processes and policies.
6. Experience with the rulemaking process and administrative procedures.

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):

  • Expert ability to gather and analyze data related to revenue collection programs in order to provide recommendations, options, and alternative proposals to maximize the efficiency of the revenue collection programs.
  • Advanced understanding of project management and the ability to develop and implement timelines and schedules to capture all administrative and procedural deadlines.
  • Expert skills in using Microsoft Excel, Word, PowerPoint, and presentation skills in creating slides, charts, graphs, and other methods to visualize complex data and information in an easily understandable manner for staff at all levels.
  • Advanced knowledge of generally accepted accounting principles and accounting reconciliation.
  • Ability to communicate and work effectively with staff at all levels as well as external parties (including licensees and regulatees) with professionalism and exceptional customer service.

How You Will Be Evaluated-DEU Hiring Procedures

The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS. Time in grade restrictions do not apply to DEU hiring procedures.

All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;

2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and

3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement. An automated score is administered based on the on-line application process used.

Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position. Application of Veterans Preference: The category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet the minimum qualification requirements and who have compensable service-connected disability at least 10 percent MUST be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.

A selecting official may make selection from the highest quality category ("HIGHLY QUALIFIED") provided no preference eligible in that category is passed over to select a non-preference eligible in the same category. Merit Promotion Procedures

Under Merit Promotion procedures, applicants must meet the qualifications criteria and receive a score of 90 or above in order to be deemed as BEST QUALIFIED.  Candidates who ask to be considered non-competitively only have to receive a score of 70.
