Help
  • Analyze and implement changes in national policies and procedures for resource conservation assistance to American Indians and Alaska Natives (AlAN), Tribal Government, and related organizations.
  • Assess NRCS program delivery to Tribal Government, American Indians, and Alaska Natives by using available program participation information and geographically enhanced mapping capability to ascertain where NRCS is working effectively with tribes.
  • Serve as the NRCS representative on the USDA Native American Working Group to facilitate Departmental efforts and highlight agency efforts in Indian country.
  • Review and provide expert analysis of the statutes, regulations and policies that impact assigned program areas including traditional and western plant and animal food production throughout Indian Country.
  • Develop informational material about tribal organizations' customs, norms, and other aspects of tribal organizations' culture and shares these with NRCS staff who work with tribal organizations.

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the experience required for the grade level(s) to which you apply.

To qualify at the GS-13 grade level, you must meet the following:

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-12 grade level in the Federal service performing the following duties:

  1. Assisting with the evaluation of a tribal program's effectiveness within an organization;
  2. Identifying potential solutions to improve strategic initiatives, partnerships, and outreach programs related to National Tribal populations;
  3. Interpreting statutes, regulations, and policies that impact a tribal program; and
  4. Developing and sharing informational material about tribal organizations' customs, norms, and other aspects of tribal organizations' culture.

Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. You must have at least one year (12 months) of specialized experience equivalent to at least the GS-13 grade level in the Federal service performing the following duties:
  1. Recommending improvements to planning processes, performance and organizational effectiveness and efficiency on tribal programs;
  2. Helping an organization understand the needs of tribes in order to help them sustain their natural resources and develop their resource management plans;
  3. Developing new program objectives to facilitate achievement of tribal program goals;
  4. Formulating policy and procedures and directives for implementation and interpreting regulations to ensure statutory compliance of a tribal program; and
  5. Making recommendations to leadership to improve the efficiency and effectiveness of strategic initiatives, partnerships, and outreach programs related to National Tribal populations.

AND

SELECTIVE FACTOR: A special qualification without which an applicant could not perform the duties of the position in a satisfactory manner will be used to screen out applicants. The following are required for this position.
  1. Experience working in, with, and/or for Tribal governments, tribal entities, and/or tribal organizations.
