Duties at the Full Performance - GS-11: Duties include:

-Managing schedules, making appointments and coordinating meetings.
-Provides oversight and coordination for clerical and secretarial staff.
-Develops new plans or schedules using standard references and appropriate philosophy.
-Distributes work to clerical staff in an equitable manner.
-Participates in the selection of staff for vacant positions with the Director's office.
-Analyzes, evaluates, and formulates recommendations that result in greater efficiency and economy of operation.
-Conducts studies that analyze problems of workload, work distribution, workflow, and work controls.
-Performs studies that analyze overtime usage, essentiality of work, organizational structure, and staffing requirements.
-Develops management improvement programs or revised policy and procedural requirements for more effective application of various administrative management systems.
-Collaborates with the Patient Representative and serves as the primary Point of Contact & Liaison for the Office of the Director.
-Serves as quality reviewer, and independently reviews files and records, and discusses with facility personnel.
-Assists with the management and preparation of responses to correspondence.
-Supports and monitors database created to track action items included White House Controlled Correspondence, Congressional Inquiries, VA Headquarters, VISN requests, and correspondence from veterans and veterans' groups.
-Establishes and maintains liaison with persons in offices at such levels as the VISN, VACO, Legislative Officials, and other groups from both within and outside the Office of the Director.
-Performs other related duties as assigned.

Work Schedule: 1st Shift, Monday through Friday, 7:30 AM to 4:00 PM.

Qualifications

To qualify for this position, facility employees must meet all requirements within 30 days of the closing date of the announcement. Non-facility employees must meet all requirements by the closing date of this announcement. 06/30/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:

Specialized Experience GS 11: You must possess one (1) year of specialized experience equivalent to GS-09 in Federal Service which has equipped you with the knowledge, skills and abilities to perform successfully the duties of the Executive Assistant position, and that is typically in or related to the duties of this position. To be credible, specialized experience must have been equivalent to at least the GS-9 level in Federal Service. Specialized experience for this position consists of managing schedules, making appointments and coordinating meetings on behalf of an executives such as a Director, Associate Director, Chief of Staff, etc., at a medical facility; analyzing and evaluating procedures, identifying and implementing more efficient procedures to keep productivity at a high level; served as a primary resource for procedures, protocols and policies within a medical facility; experience setting up and maintaining complex tracking systems; ability to analyze, measure effectiveness, efficiency, and productivity of administrative programs and develop an improvement plan; skill in applying analytical and evaluative methods and techniques to issues related to efficiency and effectiveness of program operations; and knowledge of a full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative area.

Combination of Experience and Education GS-11:
Equivalent combinations of education at the Ph.D. level and specialized experience directly related to the work of the Executive Assistant position as described above may be used to meet the experience requirement for this GS-11 position. NOTE: Transcripts Required.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is primarily sedentary. There will be some walking within the facility and occasional travel outside the facility.

Working Conditions: The work is usually performed in an office setting.

Education

Substitution of Education for Experience GS-11: A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, obtained in an accredited college or university which may be substituted for specialized experience to qualify for this GS 11, Executive Assistant position if such education demonstrates the knowledge, skills and abilities necessary to do the work of the position.
