Duties

Help
  • Assists supervisor and other Program Division staff members periodically assess the impact and effectiveness of each country portfolio.
  • Assists in collecting data and maintaining spreadsheets.
  • Demonstrate which projects are contributing to the achievement of the country strategy and the impact that strategy is having on various segments of the country population.
  • Assists supervisor and other Program Division staff members in the formulation of milestones, goals, target dates and requirements to evaluate/analyze various aspects of projects/programs.
  • Assists in monitoring status of accomplishment against established schedules on occasion and is tasked to identify anticipated problem areas and initiate simple corrective actions.
  • Updates country external briefing sheets to be used by ADFs stakeholders and assures accurate and timely information.
  • Within the assigned basic project/program scope, plan and organize actions necessary to accomplish short and long program goals.
  • Assists in the initiation of appropriate required action. Works closely with supervisor and other Program Division staff members to develop and solve resolution of problems/issues and makes basic recommendations.
  • Reviews and analyzes the narratives of project grant closeout reports to assist Program Division staff identify innovative and high impact grants in assigned portfolios and prepares write-ups highlighting grantee success stories.
  • Identifies lessons learned from project grant audit and closeout reports. Assists Program Division staff identify and document best practices.

Eligibility Requirements:

In order to be eligible for the Pathways Recent Graduates Program, the following qualifications must be met:

  • Be a U.S. citizen;

  • Possess a qualifying associate's, bachelor's, master's professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution, within the previous 2 years.

Veterans: If you are a veteran, as defined in 5 U.S.C. 2108, who, due to military service obligation, was precluded from applying to the Recent Graduates Program during any portion of the 2-year eligibility period, you shall have a full 2-year period of eligibility upon your release or discharge from active duty. In no event, however, may your eligibility period extend beyond 6 years from the date on which you completed the requirements of an academic course of study.

This position contains a selective placement factor (SPF) that is part of the minimum requirement of the position. If you do not meet the SPF, you are ineligible for further consideration. In addition to meeting the Recent Graduate Program parameters and the SPF, applicants must meet the experience and/or education requirements listed below.

GS-07 Qualifications

Completion of 1 full academic year of graduate level education; or Eligibility under the Superior Academic Achievement Provision and completion of a bachelor's degree.

OR

1 year of specialized experience equivalent to the GS-05 level. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills and abilities to successfully perform the duties of the position. Such experience includes work that involved analyzing problems to identify significant factors, gather pertinent data, and recognize solutions; plan and organize work; and communicate effectively orally and in writing.

OR

Combination of education and experience.

Only education from institutions which are accredited or pre-accredited/candidate for accreditation may be used to meet education requirements.

USADF prefers the following degree programs: international development/business/relations, sustainable business, international or public health, public policy, conflict studies, economics, political science, humanitarian services or other closely related field.

Additional information

Program Completion and Conversion Requirement:
At the successful conclusion of the Pathways Program, interns may be eligible for conversion to a permanent or a term (1-4 years in duration) appointment. Conversion is not guaranteed.

Telework Suitability:

The duties of this position are suitable for occasional telework and the selectee may be allowed to telework with supervisor approval and if they meet the eligibility criterion in the 2010 Telework Act.

Stipulations of Employment:

Appointees must sign a Participant Agreement that sets forth the expectations for the Pathways Program.

The duration of an excepted service appointment in the Pathways Program is a trial period.

Appointment under the Recent Graduates Program may not exceed one year (2 years for certain series such as 1102's). Appointees may be non-competitively converted to the competitive service after successful completion of at least one year of continuous service, in addition to all of the requirements of the Recent Graduates Program.

Work Schedule:

This position requires full-time work schedule.

Miscellaneous:

If converted to a permanent or term appointment the intended targeted position will be Program Analyst (Bilingual), GS-0343-07, FPL-09. Although, the position and FPL may change based on the need of the organization at the time of conversion. Interns must meet the qualification standards for the series and grade of the position to which being converted.

Upon conversion, promotion up to the full performance level may be made without further competition. However, promotion(s) will depend on the performance of the incumbent and are not guaranteed.
