This vacancy announcement is for a Dual-Status Technician position which requires active membership in the New Jersey National Guard (uniformed military service). Official appointment is not effective until membership within the New Jersey National Guard is confirmed by the gaining Human Resources Office.

Duties

Help

As an SAFETY AND OCCUPATIONAL HEALTH MANAGER, GS-0018-12, you will:

  • Advise key managerial and executive personnel on courses of action that will achieve mission goals with a minimum risk of injury to personnel and damage to property
  • Review complex Safety and Occupational Health, weapons and explosives safety plans/programs and develop and issues instructions and procedures for improvement
  • Conduct investigations and analyzes mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepare evaluation reports concerning findings
  • Evaluate new trends for policy development or for further inquiry and study leading to new methods for eliminating or controlling serious hazards to life and property
  • Develop and provide technical safety training/instruction to supervisors, employees, and/or unit explosives safety representatives
  • Randomly perform spot checks on construction sites and notify contracting officer when explosives safety exposure distance violations or unsafe practices are observed
  • Performs other duties as assigned.

Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard. Applicants who are not currently a member of the National Guard must be eligible for immediate membership. Selectee has one (1) year to obtain required AFSC

  • Participation in direct deposit is mandatory

  • Must possess a valid state driver's license to operate government motor vehicles.

Qualifications

General Experience:
All GS-0018 series personnel must be certified at the next higher level before being eligible for that level and must have a minimum of one year on-the-job experience in the grade immediately below the next higher level.

Specialized Experience:
Must have 36 months of the following experiences:

  • Performing periodic onsite surveys, to determine compliance with applicable occupational safety standards
  • Preparing or revising safety instructions and guides
  • Advising personnel of appropriate safety and occupational health measures to control or eliminate hazardous operating processes which may cause mishaps
  • Investigating mishaps, obtained statements from witnesses, and photographed mishap scenes
  • Recording circumstances of mishaps and extent of injuries, prepared final report(s) of findings with recommendations to correct the unsafe acts or conditions which caused injuries or property damage

Education

For entry into this specialty, completion of high school or general educational development equivalency is mandatory.

Hiring an applicant who retired from Active Duty (includes AGR) for T5 NG Employee positions. Security Clearance Must be able to obtain a Secret Clearance within 1(One) Year of appointment.
