Summary

The incumbent functions as the Health System Administrator (Associate Director) performing a variety of duties in an extremely complex health care system, which is constantly evolving within a highly complex and competitive geographic area. The San Francisco VA Health Care System (SFVAHCS) is a tertiary hospital with several divisions and is one of the busiest and most complex HCS in the nations. It includes numerous outpatient clinics dispersed over a large geographic region.

Help

The Associate Director fully participates on a day-to-day basis in top management discussions, decisions, and policymaking. The Associate Director shares the responsibility for top management actions covering all activities except those requiring a strictly medical decision. The Associate Director collaborates with the Deputy Director, Chief of Staff, and the Director, Patient Care Services/Nurse Executive in the formulation and supervision of administrative activities inherent in the clinical programs. In addition, a broad, extensive knowledge of the Veterans Health Administration (VHA) as well as other administrations within the Department of Veterans Affairs (VA) provides the background for organization-wide communication as well as the effective and efficient operations of the SFVAHCS.

Duties include:

  • Determines program goals and objectives, develops short- and long-range plans for achieving them in conjunction with the overall plans of the Veterans Integrated Service Network (VISN) and consistent with the strategic planning process.
  • Directs a comprehensive evaluation of program and goals and objectives and makes necessary adjustments to improve delivery of patient care services.
  • Establishes local policy in such areas as program emphasis and operating guidelines;
  • Administers and ensures compliance with a system designed for the development and communication of program policies and procedures in accordance with new or existing rules and regulations.
  • Administers a management reporting system which provides appropriate data for decision making in such areas as organizational improvements; change in delegations of authority; position management; and coordination among the center's programs and services.
  • Manages full range of administrative activities for such services as Nutrition and Food, Environmental Management Service, Privacy, Police and Security, Safety and Emergency Management, and Occupational Health Service.
  • Chairs and/or is a member of multiple and varying facility committee and boards.
  • Promotes strong relations with a variety of groups and individuals, including patients, staff, other hospitals, Universities and Colleges, (DoD), Congress, professional societies, unions, and community organizations.
  • Develops budget, monitors expenditures, and reallocates funds based on shifting program needs.
  • Serves on various facility strategic planning committees and manages on-site meetings with other agencies and program officials.
  • Provides leadership and guidance in determining resource allocations, adjusting allocations as dictated by changes in program needs.
  • Takes action regarding disciplinary cases and problems involving key employees and developing, evaluating, and adjusting organizational structures and management systems for the administrative services.
  • Represents management at labor management meetings, provides information, resolves conflict and/or problems that may arise and ensures management officials are familiar with the negotiated agreement.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/26/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

INDIVIDUAL OCCUPATIONAL REQUIREMENT:

Undergraduate and Graduate Education:

Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

or

Experience
Specialized Experience (for positions above GS-5):

Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following:

  • Missions, organizations, programs, and requirements of health care delivery systems;
  • Regulations and standards of various regulatory and credentialing groups; and
  • Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

Applicants must also possess:

  • Management ability to delegate authority, evaluate and oversee people and programs, recognize and adapt to changing priorities; and
  • Knowledge of the interrelationships and interdependencies among various medical and administrative services and programs.
In addition to the IOR above, applicants must also qualify for the specialized experience below:

IN ORDER TO QUALIFY FOR THIS POSITION AT THE GS-15 LEVEL: You must possess 1 year of specialized experience, equivalent to the next lower level in the Federal service, that equipped you with the particular knowledge, skills, and abilities (KSA's) needed to successfully perform the duties of the position and that is typically in or related to this position to be filled. Specialized experience for the position includes: Comprehensive knowledge of general clinical systems, programs, and practices, and of how these clinical principles and practices relate to the unique characteristics and needs of the particular health care delivery system served; Provides active and well informed administrative participation in planning for the delivery of health care by taking the initiative to identify needs and potential issues/concerns and devising flexibilities in operations and constructive, cost-effective approaches to the resolution of programs; Participates in the formative stages, in overall facility managerial planning so as to ensure that an awareness of medical administrative issues and implementations are considered and influence decisions; Ensuring Safety Rounds and all aspects of the health care system safety and environmental health program requirements are met. Physical Requirements: Most of the work performance is at a desk, in an office setting. The position does require touring of the medical center for direct supervision, survey and environment of care issues. The incumbent occasionally carries books and papers to and from meetings and conferences.
