This position is located in the Office of Management and Policy/Human Resources Division/Talent Acquisitions Branch

Duties are at the full performance level of GS-13, but are not limited to the following:

  • Providing the full spectrum of management advisory services to highly complex and dynamic organizations having a wide variety of difficult positions and personnel actions, which are often sensitive.
  • Resolving difficult issues/problems requiring consideration of the total HR management program. Applies a comprehensive knowledge of HR management services to advise on the full range of HR functions and assists management in fulfilling their human resources management requirements.
  • Preparing ad-hoc reports and conducts studies and analyses of HR-related functional areas (e.g., attrition rates, and analysis of metrics) to identify trends, potential problem areas and where improvements are needed to include recommendations for accomplishing such.
  • Interpreting agency policies and provides advice to senior management as well as other staff on other HR related issues such as HR information technology systems (e.g., USA Staffing, & EHCM). Coordinates the review and comments on proposed directives, instructions, and standards.
  • Providing a full range of external placement and recruitment duties for a large multi-mission, or complex organization, for which innovative and assertive recruiting strategies are needed. Provides managers, employees, and job applicants with information and interpretations of the agency's recruitment and placement procedures, practices, policies, and guidelines.
  • Reviewing recruitment and placement actions and provides guidelines on complex and/or sensitive issues, such as those that differ from past practices, involve highly visible or political situations, or involve nepotism.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:

Specialized Experience GS-11: Applicants must have 1 year of specialized experience equivalent to the next lower grade level GS-09 in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: (1) Applying Human Resource principles, procedures, and regulatory guidance to provide advanced technical guidance on recruitment, staffing, pay setting, and associated personnel actions; (2) Serve as a Human Resource Specialist providing a variety of human resources services including, processing personnel actions, posting vacancy announcements, conducting job analysis, qualification reviews, and issuing certificates. (3) Using automated systems for processing personnel actions, gathering, and analyzing data, helping customers regarding human resources issues, and (4) Drafting technical responses to inquiries, problems, and complaints; OR

Possess a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related; OR

Possess a combination of experience and education as described above which, when combined, is equivalent to 100% of the qualification requirement.

Specialized Experience GS-12: Applicants must have 1 year of specialized experience equivalent to the next lower grade level GS-11 in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: (1) Interpreting and applying human resources staffing and recruitment principles, practices, laws, and regulations in order to provide advisory services in recruitment and placement strategies; (2) Reviewing, coding, and processing personnel actions, organizational design, position management, restructuring, and pay/compensation integration; and (3) Providing recruitment consultation and advisory services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.
