As an executive at the Commodity Futures Trading Commission (CFTC or Commission), the incumbent serves as the Chief Data Officer and Director of the Division of Data (DOD) and is a key member of the agency's leadership team. In this role, the executive is responsible for directing one or more key programs, advising the agency on data driven decision-making, and collaborating across organizational lines on agency-wide issues. DOD is comprised of the Data Operations and Standards Branch, which focuses on data engineering, data architecture and development, data requirements collection and analysis, data standards development, data strategy development, and information classification and management.
As Chief Data Officer, the incumbent initiates and leads the CFTC’s efforts in collaborative coordination, creative problem-solving, and administrative authority in addressing the full range of data governance and data management activities. Their responsibilities include:
Managing data at every stage of the data lifecycle by ensuring the Commission has effective procedures, standards, and controls to ensure quality, accuracy, access, and protection of data, as well as managing information resources.
Coordinating with Commission staff responsible for using, protecting, disseminating, and generating data to ensure that the data needs of the agency are met.
Managing data assets of the agency.
Ensuring that agency data conforms with data management best practices.
Maximizing the use of data within the Commission.
Serving as chair of the Commission’s Enterprise Data Governance Committee; acting as agency liaison to other agencies regarding data management activities; and communicating and translating complex concepts to all audiences that are internal and external to the agency.
Providing expert advice and guidance to agency management officials to successfully address issues presented by emerging trends and specific challenges in utilizing data to meet the agency’s strategic goals.
Ensuring compliance with the Foundations for Evidence-Based Policymaking Act of 2018; the Open Electronic and Necessary Government Data Act; and other federal laws and policies that may impact DOD’s programs.
Directing and managing large-scale agency programs and operations to efficiently achieve specified goals and objectives by establishing structure, managing towards outcomes, and influencing institutional change to implement data best practices and support an advanced analytics program.
Collaborating with the Chairman and the CFTC's Divisions and Offices to recommend improvements through the exploitation of data and analytics; executing strategies to align business and data analytics to maximize the value of CFTC's investments; and scoping and developing a modern data architecture/infrastructure that incorporates data management best practices.
Implementing data solutions to support analytical research efforts; overseeing the development of new and improved concepts, principles and techniques that will adapt and apply advanced data science methods and techniques to solve complex issues utilizing various computer systems, interfaces, and programming languages.
Evaluating current and proposed programs and operations and recommending actions to initiate, modify, or discontinue projects as needed to prioritize organizational business challenges and deliver value in these areas. Ensures compliance with policies, standards and tools is consistently enforced. Identifies potential and existing problems in meeting goals and taking corrective action.
Establishes and evaluates the Division of Data goals, and the progress made toward achieving them, and revises policies and procedures directed toward improving the efficiency and effectiveness of the Division as necessary.

Qualifications
To qualify for the CT-18, you must possess at least one year of specialized experience equivalent to theCT/GS-15 level in the Federal service, or comparable experience gained outside federal service.
Specialized Experience is defined as experience advising on and overseeing all matters related to data governance and enterprise data strategy to support an organization’s goals and objectives.
Must demonstrate the ability to perform at an Executive Level – see competencies below.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
Mandatory Technical Qualifications
1. Experience executing data management best practices and strategies that align business needs with advanced analytics capabilities for complex structured and unstructured data sets to develop a modern data architecture that effectuates effective procedures, standards, and controls at every stage of the data lifecycle to solve critical enterprise challenges.
2. Comprehensive experience in data governance (including creation, application, and maintenance of data standards) and experience developing and implementing data policies and strategies that comply with the Foundations for Evidence-Based Policymaking Act of 2018 and the Open Electronic and Necessary Government Data Act.
3. Skill in preparing and presenting to senior officials that explains information management and data architecture issues in understandable ways to diverse audiences.
