Duties

Help
  • Serves as the principal authority on the subject of genetic resources management for the region and oversees related activities.
  • Provides technical advice and guidance in the adaptation of agency policies and standards received from higher level units to local conditions.
  • Develops methods for incorporating genetic principles, technical guidance, and analysis into resource management planning, programs, and projects.
  • Collaborates with forest resource managers to determine the quantities of plant materials needed for restoration activities .
  • Provides guidance on the best methods for collecting and propagating native species to ensure genetic diversity and adaptation and producing needed supplies of plant materials for current and future revegetation activities.
  • Establishes policy and guidelines for the use of genetically-selected material in reforestation and restoration projects based on research, field trials, and practical experience.
  • Works individually or in collaboration with partners to write guidance regarding genetic diversity, plant adaption, insect and disease resistance and other related issues.
  • Communicates program goals and direction with internal staff and external agencies, universities, organizations, and individuals.

Basic Requirement:

GS-0440-13

Degree: Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major field of study in genetics; or one of the basic biological sciences that included at least 9 semester hours in genetics.

Courses dealing with genetics, some phase of genetics, or specific techniques that are applied in genetics work are acceptable. This includes courses in genetics, plant or animal genetics, molecular and cellular biology, mathematics and statistics (as they apply to genetics), population dynamics, and certain techniques such as those dealing with irradiation. Course work consisting of an appropriate combination of basic courses in genetics and cytology or statistics are also acceptable.

In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.

Specialized Experience Requirement:

You must have one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service. Specialized experience is defined as four or more of the following: Developing methods for incorporating genetic principles, technical guidance, and analysis into resource management planning, programs, and projects; and/or Conducting and collaborating on trials for native plant species (conifer, hardwood, shrubs, herbaceous and/or grass species) to address genetic issues and questions; and/or Providing guidance on the best methods for collecting and propagating native plant material to produce insect and pathogen resistant, and drought and cold tolerant seed; and/or Using results of common garden studies, molecular genetic studies, climate data, and/or watershed/ecoregion boundaries to develop seed transfer rules and manage regional genetic assets; and/or Conducting training sessions in collaboration with resource specialists, on issues regarding genetic diversity, plant adaptation, diseaset and insect resistance, plant material development, seed quality and identity, seed movement, and climate change adaptation.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

There is no substitution of education for specialized experience.

HIRING EVENT INFORMATION:
This National Nursery and Genetics hiring effort is critical to accomplishing reforestation needs and successfully implementing the REPLANT Act across the National Forest System. This includes positions for multiple components of the reforestation pipeline. Positions filled through this event will contribute to reforestation and restoration work directly related to the agency's mission, working to promote healthy, diverse, and productive forests and grasslands across the nation.
