Summary

The position is located in the Executive Office of the President (EOP), Office of National Drug Control Policy (ONDCP), Office of Performance and Budget (OPB), Interagency Performance Division (IPD). ONDCP's mission is to promulgate a Strategy that establishes the Administration's policies, goals, objectives, and priorities for the National Drug Control Program and to coordinate and oversee the implementation of the Strategy by the National Drug Control Program agencies.

Duties

Help

As a Policy Analyst (Interagency Performance)-GS-0301-13/14, your typical work assignments may include the following:

  • Plans and carries out broad and complex strategic policy analyses to develop and track performance measures to achieve the policies and priorities of the National Drug Control Strategy.
  • Researches, develops, writes and edits a wide range of documents and position papers on complex issues that support ONDCP's mission, goals, objectives, and proposed initiatives
  • Identifies complex interagency performance management issues and finds solutions to unyielding problems on key ONDCP programs and operations.

Qualifications

FOR THE GS-13 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-12 grade level in the Federal service, performing the following duties:

1) Planning and carrying out policy analyses of major federal programs;
2) Applying knowledge of policies, performance management principles and concepts, programs, organizations, functions, resources, and legislation affecting federal programs, organizations and stakeholders;
3) Applying knowledge of Federal performance management and governing laws, rules, policies, and regulations to provide senior officials with analysis, advice and assistance regarding the effect of performance management on strategic policies, goals, and objectives and to evaluate the impact of changes in national, State, and local programs on Federal fiscal policy;
4) Analyzing complex problems and developing timely and practical solutions, especially in areas of performance management and program administration.


FOR THE GS-14 LEVEL: Specialized Experience: Applicants must have at least one or more full-time years (12-months) of specialized work experience, equivalent to at least the GS-13 grade level in the Federal service, performing the following duties:

1) Overseeing or coordinating complex policy analyses focused on largescale federal programs;
2) Leading coordination efforts across the interagency on organizational performance submissions to ensure their compliance with relevant statutes, regulations and guidance;
3) Evaluating alternatives to assess and monitor agencies' performance in implementing policy decisions.
4) Serving as an expert advisor to senior leadership on matters concerning organizational performance and compliance with relevant statutes, regulations and Office of Management and Budget (OMB) guidance.
