Duties

Help
  • Carries out assignments related to the development and preservation of GPOs digital repositories.
  • Performs work to establish and maintain GovInfo and other digital repositories as Trusted Digital Repositories.
  • Conducts research and analysis and proposes recommendations for the preservation of digital collections in GovInfo and the prioritization of requirements for digital curation of these collections.
  • Assists in the development of standard practices for the establishment of and use of digital preservation procedures for MARC, METS, MODS, PREMIS, and Dublin Core.
  • Drafts, edits, and helps maintain operating procedures, desk guides, and instructions.
  • Serve as a Contracting Officer's Representative

Qualifications

To qualify for the Librarian (Digital Preservation), PG -1410-9, you must meet the following requirements:

Basic Requirements for GS-1410 Librarian Series: Completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. NOTE: You must submit unofficial transcripts with your application. Education will not be credited without documentation.

A total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: You must submit unofficial transcripts with your application. Education will not be credited without documentation. Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Additional Education and Experience Requirement:
In addition to meeting the Basic Requirement for Librarians applicants must have 1 year of specialized experience at the PG-7 (or equivalent) level or higher. Examples of qualifying specialized experience include managing digital projects and using digital collection development software, performing digital conversion and following digital object standards in established digital workflows; using Extensible Markup Language (XML) with the ability to read, interpret, and produce XML in support of digital curation needs; analyze and resolve problems related to the processes, procedures, and methods of digital curation and to recommend and assist with the implementation of solutions that improve preservation services to LSCM and Federal information stakeholders.

Education: Successful completion of two (2) full years of progressively higher-level graduate education or master's in library science or equivalent graduate degree, e.g., LL.B. or J.D., related to this position as a Librarian. Combination: Equivalent combinations of successfully completed progressively higher-level graduate education and specialized experience, as described above, which meet the total experience requirements for this grade level. The education portion must include progressively higher level graduate courses directly related to the work of this position (as described above). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a suitability, This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.

The Agency may rescind the tentative offer, if the candidate is unable to obtain an interim clearance.

GPO Telework Program: The official worksite for the selectee is the duty station identified in this vacancy announcement. Locality pay will vary based upon the selectee's duty location. A final salary determination will be made upon selection. GPO supports the use of telework and each telework arrangement is unique depending on the needs of the position, supervisor, and employee. This position may be authorized for telework and/or flexible work arrangements as determined by agency policy and any applicable collective bargaining agreements. The selectee will have the option of applying for the telework program, with the understanding that they must obtain supervisory approval for participation.
