This position is part of the Office of the Chief Human Capital Officer, Government Publishing Office in Washington,
District of Columbia.
Serve as a Lead Human Resources Specialist (Recruitment and Placement).
Lead, distributes and coordinates the work of a team of senior and junior Human Capital Specialist staff in accordance with established workflow, skill level and/or occupational specialization.
Provide on-the-job training or recommends formal training of team members in methods and techniques for specific administrative or technical training necessary for accomplishment of individual and team mission.
Monitor and report on work in progress and reviews completed work to see that the supervisor's instructions on work priorities, methods, deadlines and quality have been met.
Reports to the supervisor periodically on team and individual work accomplishments, problems, progress in mastering tasks and work processes and individual, team training needs and behavior problems.
Use various software systems, automated human resource systems, and recruitment tools, such as USA Staffing, eOPF, EmpowHR, and NFC to extract, gather, review or modify data.
Initiate technical and quality review of recruitment actions, conducts record audits of Merit Promotion and Delegated Examining recruitment actions, and works on a variety of special projects and programs within Recruitment and Staffing.

To qualify for the Lead Human Resources Specialist (Recruitment and Placement), PG - 0201 - 13 , you must meet the following requirements:
The applicant must meet the Selective Placement Factors and Minimum Qualifications: Selective Placement Factor: Skills, Knowledge, Ability or other work characteristics basic to and essential for satisfactory performance of the job. Selective Placement Factors are a prerequisite to appointment or placement and represent minimum requirements for a position. Provide technical guidance in HR-related areas to management and other HR staff. Leading the team in identifying, distributing and balancing/adjusting workload and tasks in accordance with established work flow; Monitor work progress, reviews technical work of others for accuracy and compliance with applicable HR rules and regulations. The Selective Placement Factor #2 for this position is:
The position requires the incumbent to be Delegated Examining Unit (DEU) certified. Experience performing the full range of recruitment tasks authorized under OPM Delegated Examining (DE) Certification Program which includes creating and posting Job Opportunity Announcements; applying and adjudicating Veterans Preference and evaluating candidates qualifications and issuing certificates utilizing Category Rating.
In addition to the above Selective Placement Factors, the applicant must meet the following Specialized Experience indicate below.
To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade (PG-12) in the normal line of progression for the occupation. Specialized experience is defined as: Experience in federal service applying Federal Civilian Human Resource laws and regulations including Delegated Examining and Merit promotion; building vacancy announcements including advising on specialized experience requirements and other qualifications; evaluating candidates for qualifications and eligibilities and issuing selection certificates; determining complex pay setting for new hires; utilizing a variety of recruitment programs such Schedule A, Veteran Authorities, etc.; and assist with conducting internal or external compliance/accountability.
Providing technical guidance in HR-related areas to management and other HR staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
