As a LOGISTICS MANAGEMENT SPECIALIST (TITLE 32), GS-0346-7/9/11, you will serve as the ARNG Food Program Manager responsible and accountable for oversight of the entire state ARNG Food Service program which includes the administration of the Food Service Budget, Awards Program, new equipment Fielding's, training, Army Food Management Information System (AFMIS) and Inspections.

Major Duties - This is NOT an all-inclusive list:

  • Participate in field exercise planning sessions, discussing availability of subsistence, budgets, issue of operational rations and ARNG support to exercises.
  • Perform daily validation processing cycles.
  • Provide technical liaison service to each ARNG unit, prime vendor, and other vendor companies.
  • Exercise knowledge and application of Department of Army, Defense Logistics Agency, National Guard Bureau, and state ARNG directives, policies and procedures, subsistence handling, storage, and sanitation methodology, plus food prime vendor food service ordering system, in addition to basic subsistence accounting procedures.
  • Serve as the Contracting Officer Representative and submit technical specifications of contract requirements for commercial vendors when providing meal support.
  • Conduct, coordinate, and evaluate inspections and assistance visits to ensure compliance with policies and regulations and to identify systemic problems.
  • Maintain oversight of daily, weekly, monthly, and long term system requirements, ARNG Readiness Center equipment modifications, and requirements to meet current workload demands.
  • Budget for subsistence operations and subsistence requirements, including operational ration ceilings.
  • Develop for the DCSLOG/G4 recommendations, policies, procedures, long range plans, and special projects.
  • Work daily with functional users and technical personnel to identify and resolve operational and technical problems, and to ensure flow of data and procedures are the most efficient possible.
  • Assist and coordinate with functional specialists in the identification of operational requirements and the conversion of these requirements into automated systems documentation.
  • Provide troubleshooting support by analyzing, studying, reviewing, testing, and interpreting information provided by user to determine whether hardware of software problems exists.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence,

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted / Warrant Officer/Officer - May not exceed the Rank of O5

GENERAL EXPERIENCE: MUST possess experience, education or training involving judgment and/or analytical ability in the logistics field; experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-11 Level MUST possess at least 36 months experience, education, or training identifying activities involving logistical support operations; experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan; experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan; experience identifying delays or problems and developing corrective action; experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practice. GS-9 Level MUST possess at least 24 months experience, education, or training involving detailed knowledge of organizations and their functions in logistical support (i.e., supply, maintenance, quality assurance, facilities); experience integrating actions of a variety of specialized support activities in order to meet program goals: experience interpreting and applying regulations, laws or practices; experience planning and organizing work assignments. GS-7 Level MUST possess at least 12 months experience, education, or training involving knowledge of organizations and their functions in logistical support; experience integrating actions of support activities to meet program goals; experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks and comply with regulations, laws or practices.

One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.
