Duties

As a PROGRAM ANALYST (TITLE 32), GS-0343-7/9, you will establish supply discipline as regulatory guidance; standardize supply discipline requirements; provide responsible personnel with a single listing of supply policy requirements; make the ARNG more efficient with respect to time spent monitoring subordinates' actions; eliminate repeat findings of noncompliance with policy; serve as a monitor for the Command Supply Discipline Program (CSDP) management controls.

Major Duties - This is NOT an all-inclusive list:

  • Develop sampling plans and procedures for validating unit/activity accountability and inventory certifications.
  • Develop and administer a system of reviews, management controls, evaluations, and checklists designed to ensure conformance with law and regulations.
  • Apply statistical analysis techniques to measure progress, efficiency, and trends impacting the readiness of the organization and the effectiveness of management controls regarding logistics discipline to meet organizational goals and objectives.
  • Analyze evaluation results on both a quantitative and qualitative basis to provide concise and objective information to identify accountability strengths and weaknesses.
  • Interpret a variety of requirements making independent judgments to determine organizational compliance with applicable regulations, procedures and practices.
  • Advise the DCSLOG/G4, Command Staff, unit/activity commanders, activity managers on the evaluation of basic program policies, regulatory requirements, and follow-up procedures regarding applicable completed evaluation.
  • Plan and design procedures to improve organizational effectiveness and efficiency.
  • Develop cost analysis of financial impact regarding accountability, equipment and supply damage, adequacy of storage, physical security and loss of federal supplies and equipment.
  • Recommend internal reporting and status tracking procedures to ensure adequate control in terms of deadlines, progress reports, and followup reports.
  • Collectively evaluate management effectiveness of property management functions and inform management of their programs
  • Review administrative audits, Financial Liability Investigation for Property Loss (FLIPL) reports, and Command Supply Discipline Program (CSDP) review reports to determine accountability trends to develop scope of review and recommendations to improve accountability processes and corrective actions.
  • Analyze, evaluate, validate, and identify ways to improve the mission, function, and activities of the organization.

  • Participation in direct deposit is mandatory.
  • Extensive travel is required to perform duties throughout the state.
  • Proficient in logistics standard army management information system (STAMIS).

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence,

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.


Military Grades: Enlisted/Warrant Officer/Officer - Not to exceed the rank of O5

GENERAL EXPERIENCE: MUST possess experience, education, or training in administrative, professional, investigative, technical or other responsible work which demonstrates analytical ability and a practical and theoretical knowledge of the functions, processes and principles of management: experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 24 months experience which has provided a working knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience analyzing, interpreting and developing policies and procedures of local management. GS-7 Level MUST possess at least 12 months experience which has provided knowledge of the National Guard organizational structures, functions, procedures, and techniques; experience applying practices, theories, techniques, and methods of management.

One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
