Duties

Help

  • Oversees and provides advice on the overall planning, direction, and timely execution of the financial and budget operations and programs. These include the major functional areas of budget formulation, budget planning and execution, financial operations, accounting and finance systems evaluation and design, strategic planning, risk management, and internal control activities related to the programs and operations of the OIG, as well as program evaluation.
  • Administers, controls, evaluates, and reviews financial activities relative to appropriated funds, and other special funds related to OIG operations.
  • Develops and maintains budget formulation and execution system, which includes initiation of budget policies and procedures and development of funding requirements and budget estimates, prepares budget submission requests to the Agency, Office of Management and Budget, and Congress, prepares testimony for appropriation hearings, and serves as OIG's budget expert in the presentation of testimony and in defending budget estimates before Congressional Committees.
  • Provides expert and authoritative advice on the application of accounting principles and the
    design/development of accounting systems for specialized OIG missions and programs.
    Analyzes cost accounting reports, status of funds reports, and other financial reports for the
    preparation of summary statements and reports and proposes solutions and alternatives to
    problem areas.
  • Exercises full technical and administrative supervision of the other employees in the Budget office. This involves the following duties: plans and coordinates the work of the group, develops performance standards, evaluates employee work performance, and makes recommendations for awards, resolves and/or recommends disciplinary action when appropriate, and identifies developmental and training needs of employees and approves appropriate training.

Specialized Experience Statement:

GS-15: One year of specialized experience, equivalent to the GS-14 grade level in the Federal service, obtained in either the private or public sector: leading agency-level budget formulation process resulting in Agency, OMB, and Congressional budget submissions by exercising delegated managerial authority to set annual, multi-year or similar types of long-range work plans or schedules for a federal grantmaking agency and assures execution of program funding plans, providing analysis of new or revised legislation to ascertain budget and financial impact on operations, and planning, directing, and/or coordinating the financial management activities and/or advising senior staff on the management of financial and personnel resources.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
