The following are the duties of this position at the EL-13. (Equivalent to the GS-13) However, the position that you are applying to is at a lower grade. You will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position.

  • Develop and prepare accounting analyses and financial reporting reconciliations which may identify accounting problems such as improper methods or inaccurate records. Work independently with Bureau of Fiscal Service (BFS) accounting and program representatives to analyze accounting issues and develop accounting reports using the One Stream financial reporting system or other relevant accounting systems as appropriate.
  • Make recommendations where governing laws and regulations are highly interpretive and/or precedents are non-existent, obscure, or conflicting; translating complicated and technical analyses and findings into terminology and format which can be understood by both legal and lay personnel.
  • Analyze accounting and financial trends to identify problematic issues and provide corrective recommendations for consideration by senior staff. Conduct special studies and prepare recommended interpretations outlining the facts and develop strategies and actions for meeting program objectives.
  • Display an up-to-date knowledge and understanding of accounting principles and practices, apply and utilize advanced technology, and maintain productive work relationships with federal agencies accounting representatives in the General Accounting Office (GAO), BFS and FHFA.
  • Review reports and financial statements to ensure that FHFA-OIG is performing accounting and financial reporting in accordance with established standards and federal accounting guidelines.

Ethics: FHFA-OIG employees are subject to government-wide ethical standards of conduct, financial disclosure requirements, and post-employment prohibitions. In addition, certain FHFA-OIG employees are prohibited from accepting compensation from Fannie Mae and Freddie Mac for a two-year period after terminating employment with FHFA-OIG. Furthermore, to avoid financial conflicts-of interest or the appearance of conflicts-of-interest, FHFA-OIG employees may need to divest or sell certain assets they, their spouse, or minor children own or control, including securities issued by Fannie Mae, Freddie Mac, or the Federal Home Loan Banks. Employees who work on Federal Home Loan Bank issues may need to sell or divest financial interests with any of the Federal Home Loan Bank members, which may include stock in bank holding companies, insurance companies, and other financial services firms.

Qualifications

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the EL-12 is defined as one year of experience at the EL/GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this grade must include ALL the following:

- Interpreting and applying accounting standards, policies, and requirements; AND
- Examining, analyzing, and interpreting accounting data, records, and reports; AND
- Participating on audits, reviews, or management requested studies of financial statements or operations; AND
- Conducting special studies or specialized projects and assignments.


In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:

- For the EL-12, you must have been at the EL/GS-11 level for 52 weeks.

Education

Education Requirements:

A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

OR

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1.Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR

2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR

3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
