Summary

The Policy Division of the Office of General Counsel is responsible for drafting regulations, advisory opinions, and other legal memoranda that interpret the Federal Election Campaign Act. The Division also provides legal guidance and support to the Commission's Audit Division and Reports Analysis Division. Other responsibilities include reviewing FEC publications and providing policy input on enforcement and litigation matters.

This is a Non-Bargaining position.

Duties

Help

As the Secretary (Typing) in this position, you will:

  • Exercise exclusive control over the Associate GC's appointment and activity calendar with authority to make appointments and arrange meetings without specific prior approval, based on a knowledge of the Associate GC's schedule.
  • Screen phone calls and visitors for the Office of the Associate GC.
  • Respond to questions and complete business matters involving established policy or routine matters without referring the caller or visitor(s) to the Associate GC.
  • Receive confidential and sensitive incoming mail and correspondence addressed to the Associate GC and alerts the Associate GC to those of prime importance.
  • Assist the Associate GC in preparing for a variety of meetings and events, such as hearings, conferences, staff briefings, interviewing prospective employees, and other gatherings.
  • Plan and coordinate the distribution of advisory opinion and rulemaking documents throughout the Commission consistent with established agency and Policy Division practices and procedures.

  • Status candidates must meet time-in-grade/band requirements (52 weeks at the next lower grade).

Qualifications

In order to qualify, you must meet the experience and/or education requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

Have one full year of specialized experience related to administrative/clerical work. This must include activities such as: (1) maintaining calendar, arranging meetings/appointments and canceling meetings/appointments when necessary; (2) using software such as Outlook Word, Excel, and PowerPoint; (3) demonstrating knowledge of grammar and the ability to write and review letters and documents and correct errors as needed; (4) demonstrating sound judgment and discretion when handling confidential and sensitive legal and personnel documents; and (5) providing complex legal documents and using legal references, resources, and materials efficiently and effectively. This experience must be comparable in scope and responsibility to the GS-08 grade level in the Federal service (obtained either in private or public sectors).

AND

Must be able to type 40 words per min with three or fewer errors.

Computer Skills-Knowledge of the Office functions, policies, and programs as they relate to the Policy Division; knowledge of the Office's current suite of business tools, including, but not limited to, Word, Excel, and Outlook.

Manages and Organizes Information- Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods.

Oral Communication- Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Writing- Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a brief, clear, and organized manner; produces written information, which may include technical material, that is appropriate for the intended audience.

Part-time or unpaid experience: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work experience: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
