About the Position: This is an open continuous announcement. Recruitment will continue through the announcement closing date until the position is filled.
As a SUPPLY MANAGEMENT SPECIALIST (TITLE 32), GS-2003-7/9, you will serve as a Supply Management Specialist that provides technical assistance on supply operations.
Major Duties - This is NOT an all-inclusive list:
Provide services and resolve issues and problems of a procedural nature in supply operations, planning, and program management.
Analyze, develop, evaluate or promote improvements in the policies, plans, methods, procedures, or techniques of a supply program.
Trace sequences of transactions to resolve questions.
Resolve problems through cataloging, inventory, and acquisition channels involving new or unique equipment and related items peculiar to the mission supported.
Evaluate fluctuations in rate of usage, cost, and availability for established suppliers, alternative accelerated or decelerated acquisition, notifications to seek additional vendors, or other actions designed to support maintenance operations without interruption in the flow of materials.
Develop actions or procedures within the intent of available guidelines to alleviate current deficiencies impacting the fleet and preventing future Not Mission Capable Supply (NMCS) situations.
Order a variety of technical supplies ranging from common administrative and support materials.
Consider normal acquisition channels, lead time, availability, storage or staging space, frequency of use, and documentation requirements to provide supply support in buying, storing and transferring supplies.
Make decisions on what needs to be done depending on analysis of subject, phase, or issues involved, and may choose courses of action from many alternatives.
Search for and analyze information.
Oversee the maintenance of inventory control records for parts needed in supply support and maintenance programs.
Monitor the operations and records of storerooms and distribution points, including stock levels, rates of usage, reorder points, and requests for new items.
Identify and analyze the validity of data involving the records for a variety of electronic parts available for Federal use in maintenance and repair operations.
Ensure items are described in terms of their Federal stock category, approved stock number, item description, usage, packaging criteria, units of issue, and other descriptive information.
Meet with key customers and coordinating officials to assess customer satisfaction, explain organization policy and procedures, and resolve problems that arise.
Recommend actions to eliminate problems involved in delivering services to supply customers or in implementing policies.
Resolve user problems associated with obtaining and maintaining stocks.
Advise on ways to improve the efficiency and economy of supply operations.

This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
Selectee will be required to wear the military uniform.

Qualifications
AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence,
The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
The SECOND area of consideration will be all current Federal Employees.
The THIRD area of consideration will be all Federal re-employment eligible.
The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
The FIFTH area of consideration will U.S. Citizens.
Military Grades: Enlisted Only. Minimum Rank of E1. Maximum Rank of E5.
GENERAL EXPERIENCE: Must possess experience, education, or training which has provided you with a general knowledge of one or more aspects of the supply field and experience using computer and automation systems.
SPECIALIZED EXPERIENCE: GS-09 Level- Must possess specialized experience which includes at least 24 months experience, education, or training dealing with cost estimates, budgets or funding management; experience conducting extensive searches for required information, reconstructing records for complex supply transactions and/or providing supply operations support. GS-07 Level- Must possess specialized experience which includes at least 12 months experience, education, or training in researching documents or other resources to coordinate inventory requirements; experience analyzing, developing, evaluating to improve supply programs, policies, procedures, techniques, etc.; experience involving the control of supply stocks and accounting for equipment, knowledge of supply functions, cataloging, maintenance and disposal procedures; experience which required person-to-person contacts to convey information and ability to compile reports, letters, memoranda, etc.
One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.
