The Program Specialist has complete responsibility for all Anesthesiology section functions and personnel within the TVHS Central Area. This includes the following processes and programs: Health Information Management Systems (HIMS), data management and analysis, Non-VA Care Coordination (NVCC), Veteran's Choice Program, telephone switchboard operations, healthcare Appointment scheduling, clinic setup and cancellations, healthcare eligibility and enrollment, Release of Information (ROI), beneficiary travel, My HealtheVet, Veterans Health Identification Cards (VHIC), Veteran satisfaction and customer relations, external administrative inquiries (i.e. Congressional inquiries,) and financial management.

Principal Duties and Responsibilities include, but are not limited to:

  • Serves the Anesthesiology and other management and supervisory personnel by analyzing, evaluating, advising, and coordinating administrative operations.
  • Develops internal administrative policies and processes to ensure compliance with Veterans Health Administration (VHA) guidelines, standards, requirements, and those of various accrediting and regulatory organizations.
  • Performs position management tasks to include requesting and negotiating Full Time Employee Equivalent (FTEE) positions required to fulfill the mission utilizing recognized standards and associated workload data.
  • Responsible for creating and sustaining an Anesthesiology staff orientation and training program which includes initial and recurring training specific to the different facilities and services supported.
  • Performs a variety of financial management duties to include approving Purchase Card transactions in coordination with cardholders and certifying invoices in coordination with the approving officials (AO), Contracting Officers (CO), and Contracting Officer Representatives (COR.)
  • Collaborates with key leaders and provides input into current and future facility designs, furniture needs, space requirements, information technology (IT), and other areas to ensure optimal healthcare operation infrastructure is in place.
  • Manages staffing levels, staff recruitment, and hiring actions to include working with staffing specialists, submitting requests in personnel systems, and overseeing selection panels.
  • Performs personnel management, planning, data retrieval and analysis associated with each program.
  • Performs special studies of various organizational segments or individuals having program responsibility. Evaluates alternate proposals or problem solutions and presents conclusions to management.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/30/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.



You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Health Information Management Systems (HIMS), data management and analysis, Non-VA Care Coordination (NVCC), Veteran's Choice Program, telephone switchboard operations, healthcare Appointment scheduling, clinic setup and cancellations, healthcare eligibility and enrollment, Release of Information (ROI), beneficiary travel, My HealtheVet, Veterans Health Identification Cards (VHIC), Veteran satisfaction and customer relations, external administrative inquiries (i.e. Congressional inquiries), and financial management. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree.OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond post-high school education and experienced to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11. (When crediting education that requires specific course work, prorate the number of hours of related courses required as a proportion of the total education to be used). A transcript must be submitted with your application if you are basing all or part of your qualifications on education..

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
