  1. Develops and/or implements strategic plans across the technology landscape.
  2. Serves as the primary Contract Officer's Representative (COR) for multiple critical contracts supporting the OIT Infrastructure Support Services program. Ensures appropriate reporting, compliance, and performance surveillance on managed contracts.
  3. Manages the development of acquisition packages with support from a programmatic subject matter expert (e.g., acquisition plan, statement of work, independent government cost estimates, contract modifications) utilizing a knowledge of the principles, practices, and methods used to determine, estimate, and analyze costs, including determining life cycle costs, application of cost models, and evaluation of cost realism.
  4. Plans, organizes, and directs a contractor's work and negotiates with management to accept and implement recommendations where the proposals involve substantial agency resources or require extensive changes in established procedures.
  5. Prepares long and short-range complex reports, administrative documents, policies, and procedures, and solicits and presents information and gains the cooperation of others.

Time-in-grade for this announcement is one year at the GS/SK-14 level.

Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

BASIC REQUIREMENT: Reviewing work to ensure it is in line with established standards or to identify deficiencies (Attention to Detail); collaborating with customers to identify their information technology needs or to resolve their hardware and software problems (Customer service); explaining technical information orally to non-technical audiences (Oral Communication); and evaluating alternatives to recommend solutions to hardware or software problems (Problem Solving).

MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-16: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level in Federal Service or its equivalent serving as a Contracting Officer's Representative (COR) and leading enterprise IT programs in any combination of on-premise and cloud platforms through budgeting, acquisitions, performance measurement, and change management.
