Duties

Help

This position serves as Chief of the Business Technology Management Branch and is responsible for all FORCECOM-enterprise technology governance and programmatic management and provides technical and administrative guidance on complex issues or unusual conditions which affect a wide-range of agency activities with potential for far-reaching scope or impact.

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team.  Typical work assignments include:

  • Developing business processes for FORCECOM technology program/project management activities and ensuring the effective cross-functional integration and coordination of agile technology management and its processes
  • Managing lifecycle portfolios for specific technology programs (i.e., mobile devices, development tools, simulators, e-learning, Learning Management Program System, etc.) and coordinating with FORCECOM organizations on technology portfolio management and lifecycle support activities for technology assets/resources.
  • Serving as first line supervisor for military/civilian staff providing the administrative, technical supervision, and human resource management functions necessary for military/civilian staff to accomplish work.
  • Performing as an agent for all technology resource planning, acquisition, sustainment and disposition activities and performs reviews and assists with in-depth, rigorous analyses of technology resource requests.
  • Monitoring the effectiveness and efficiency of programs and operations, analyzing and evaluating program processes and makes recommendations for effective operational change.
  • Conducting cost-effectiveness studies of FORCECOM programs and functions, monitoring and analyzing spending trends to ensure that cost effectiveness and budgetary goals are met.

All qualification requirements must be met by the closing date of the announcement. This includes Time-In-Grade requirements for current status employees applying through merit promotion procedures. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade (GS-13).

Qualifications

To qualify for the GS-14 level: Applicants must have one year of specialized experience equivalent to the GS-13 grade level in the Federal sector.  Specialized experience is defined as experience that has equipped the with the particular competencies or knowledge, skill or to successfully perform the duties of this position and is typically in or related to this line of work. 

Examples of specialized experience where primary concentration is information technology to include: 

  • Experience servicing as a project management subject matter expert and/or teaching project management techniques;
  • Experience with project management techniques, requirements definition, solution planning, project coordination, project execution, and/or project communications/reporting; and
  • Experience leading and/or supervising a military or civilian staff.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is a supervisory position, under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.
