The incumbent will serve as technical authority for matters pertaining to endangered species, wildlife, fisheries, and other biological aspects of planning, design and operation of water resource development for civil works projects.
Perform duties of a Technical Manager on Project Design Teams by representing the Branch and coordinating all environmental activities associated with the project.
Utilize an extensive knowledge of the biological sciences with a background knowledge of wildlife, fisheries, ecology and physical sciences.
Support, perform and/or prepare studies, field investigations, reports, biological and environmental assessments, environmental impact statements and similar in support of various water resource projects.
Work requires extensive coordination with the U.S. Fish and Wildlife Service and Environmental Protection Agency.
Coordination under the purview of the National Environmental Policy Act of 1969 is required with numerous local, state, and Federal agencies and other District elements regarding a variety of sensitive and controversial matters.
Provide technical advice and assistance on specific biological or ecological problems to key managers and supervisors in the District.
Examples of certain problem areas would be endangered species program, terrestrial and aquatic habitat degradation.
Review and analyze correspondence dealing with fisheries, wildlife or other ecological problems on Corps projects or programs.
Serve as the Contracting Officer's Representative for contracts involving environmental impact analyses and studies.
Develop statements of work including approach, method and scope of project: provides technical guidance to contractor as required.
Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
This is a Mission Essential position and is not subject to administrative dismissal in emergencies based on inclement weather conditions, or other emergency situations, as appropriate.

Who May Apply: US Citizens

Basic Requirement for Biologist 0401 Series: A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Ecologist 0408 Series:
Degree: Bachelor's degree (or higher degree) in biology, or a related field of science underlying ecological research that included at least 30 semester hours in basic and applied biological sciences. These hours must have included at least 9 semester hours in ecology, and 12 semester hours in physical and mathematical sciences.
Basic Requirement for Forester 0460 Series: A. Degree: Bachelor's degree (or higher degree) in forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: Management of Renewable Resources -- study of the science and art of managing renewable resources to attain desired results. Forest Biology -- study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. Forest Resource Measurements and Inventory -- sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. OR B. Combination of Education and Experience: Courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Fish Biologist 0482 Series: A. Degree: Bachelor's degree (or higher degree) in biological science that included at least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology; AND at least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields, or excess course work (beyond the required 6 semester hours) in aquatic subjects. OR B. Combination of Education and Experience: Courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education.
Basic Requirement for Wildlife Biologist 0486 Series:
A. Degree: Bachelor's degree (or higher degree) in biological science that included at least 9 semester hours in such wildlife subjects as mammalogy, ornithology, animal ecology, wildlife management, or research courses in the field of wildlife biology; AND at least 12 semester hours in zoology in such subjects as general zoology, invertebrate zoology, vertebrate zoology, comparative anatomy, physiology, genetics, ecology, cellular biology, parasitology, entomology, or research courses in such subjects (excess courses in wildlife biology may be used to meet the zoology requirements where appropriate.); AND at least 9 semester hours in botany or the related plant sciences.
OR
B. Combination of Education and Experience: Equivalent to a major in biological science (i.e., at least 30 semester hours), with at least 9 semester hours in wildlife subjects, 12 semester hours in zoology, and 9 semester hours in botany or related plant science, as shown in A above, plus appropriate experience or additional education..
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes meeting two of the following: 1) Assist with scientific sampling design, data analyses and/or interpretation of results from scientific investigations; 2) Experience writing scientifically technical documents on biological/ecological issues; 3) Familiarity with Endangered Species Act, the National Environmental Policy Act or the Clean Water Act. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07).
OR
Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes meeting four of the five following items: 1) Experience with scientific sampling design, data analyses and/or interpretation of results from scientific investigations; 2) Experience writing scientifically technical documents on biological/ecological issues as well as writing technical analysis for NEPA documents; 3) Experience applying and implementing environmental laws and/or regulations including National Environmental Policy Act (NEPA) or Clean Water Act, to analyze potential impacts to natural resources from project activities; 4) Conduct environmental consultation processes under the Endangered Species Act (ESA); and 5) effectively collecting, interpreting and exchanging technical biological information via letters, reports, and meetings within and outside of the organization.
