Duties

  • Announces, awards, administers, and closes out or terminates difficult and diverse financial assistance actions which require specialized terms and conditions and contain a variety of complexities.
  • Develops announcements for a variety of complex funding opportunities, in coordination with Project Officers to ensure project submissions meet the proper priorities, authorities and Catalog of Federal Domestic Assistance.
  • Secures all necessary reviews and approvals as required by BLM policy/regulations prior to award. Develops specialized clauses and ensures clear and complete specifications, requirements, or other stipulations.

  • Monitors and assesses recipient performance, and establishes performance measures. Conducts post-award reviews and analyses to identify management, financial, and administrative issues.

  • Performs detailed cost/price analysis and risk assessments. Consults with the Office of the Solicitor, for legal sufficiency of agreements and other administrative matters for projects that are complex in nature.
  • Ensures that data entered into the USA Spending, System for Award Management and Federal Awardee Performance and Integrity Information System is accurate and submitted on a timely basis.

Qualifications

For GS-11:
You must possess one (1) full year of specialized experience at or equivalent to the GS-09 level that is equivalent in difficulty and complexity as indicated by the following examples: reviewing grant applications that are limited in functional scope and complexity for adequacy, accuracy, and compliance with requirements; interpreting routine grants related policies and procedures; monitoring grantees' continuing operations to ensure compliance with the terms and conditions of the grant award; providing information to applicants and grantees on the grants process, regulatory requirements, and issues surrounding individual applications;
-OR-
Education: successful completion of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree or an LL.M., if related;
-OR-
an appropriate combination of post baccalaureate education and experience that meets 100% of the qualification requirements for this position.


For GS-12:
You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: reviewing grant applications that are limited in functional scope and complexity for adequacy, accuracy, and compliance with requirements; interpreting routine grants related policies and procedures; monitoring grantees' continuing operations to ensure compliance with the terms and conditions of the grant award; providing information to applicants and grantees on the grants process, regulatory requirements, and issues surrounding individual applications; mentoring and training junior staff; analyzing and assessing risk determination and identifying appropriate risk mitigations;


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements within 30 days of the closing date of the announcement. Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. If you are a current Federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must have completed a minimum of 52 weeks at the next lower grade level.
