Summary

This position is located in the National Institue of Food and Agriculture, Equal Opportunity Staff. The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

This position will provide developmental opportunities in the area of equal opportunity and civil rights leading to assisting with compliance reviews, providing advice and guidance to research, education, and extension activities.

The Hiring Authority for College Graduates will be used to fill this position.   • Assists with reviews of the implementation of: Title VI of the Civil Rights Act of 1964, Title IX of the Education amendments of 1972, the Rehabilitation Act of 1973, the Age Discrimination Act, and other nondiscrimination statutes.
  • Preparing and presenting evaluation of compliance with affirmative action and nondiscrimination statutes.
  • Provide Equal Opportunity (EO) and Civil Rights (CR) consultative support and guidance to employees and recipients of federal financial assistance.
  • Provide reports on trends and problems in federally financially assisted programs relative to affirmative action and nondiscrimination matters.
  • Participate in studies and determines solutions to operating problems involving EO and CR research issues.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

GS-07:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-07 includes one year of specialized experience comparable to GS-05 which is directly related to the work of this position, and which has equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. For this position, specialized experience is experience supporting equal opportunity programs through completion of forms, files, and entering data to track, report, or assist with compliance reviews; or research or interpret guidance for equal opportunity programs to provide information to customers or external stakeholders regarding compliance activities.

OR

Education: 1 full year of graduate level education, if related. Related programs may include: Law, Equal Opportunity or Equal Employment Opportunity, Civil Rights, Human Resources, Sociology, Public Administration, Business Administration.

OR

Superior Academic Achievement (S.A.A.): Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled. S.A.A. is based on (1) Class Standing - applicants must be in the upper third of the graduating class, based on completed courses; or (2) Grade-Point Average - applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field completed during the final 2 years of the curriculum; or (3) Election to membership in a National Honor Society - membership in a freshman honor society cannot be used to meet the requirements of this provision.

A combination of graduate level education and specialized experience as described above.

GS-05
General Experience: General experience is experience that demonstrates the ability to acquire the knowledge, skills, and abilities required for the position. Qualifying experience for GS-05 includes three (3) years of general experience with one (1) year comparable to GS-04 which provides the ability to acquire the knowledge and skills to successfully perform the duties of the position. For this position, general experience at the GS-04 level includes gathering, recording, or using information to develop responses to questions or inquiries for assigned responsibilities or experience working with equal opportunity programs, or equivalent experience.

OR

Education: Completion of a 4-year course of study leading to a bachelor's degree in and field of study.

OR

A combination of graduate level education and specialized experience as described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
