Duties

Help

The Director, OMIFM leads and oversees the design, establishment, and maintenance of an integrated financial management system for NIAID. The Director, OMIFM reports to the Deputy Director for Science Management and offers a unique and exciting opportunity to be the primary advisor to the Director and senior staff on NIAID's financial issues. The Director, OMIFM will utilize budgeting, accounting and managerial-financial data that considers actual program performance in relation to planned objectives and resources, as well as financial plans for future program activities, in advising Institute leadership on fundamental financial elements of program development, execution and evaluation. Provides overall leadership and coordination for all aspects of budget analysis and financial management for NIAID appropriated and non-appropriated funds and for the development of broad NIAID-wide budgetary plans, policies, procedures, and systems to implement OMB, HHS, and/or NIH financial management directives. Directs large number of very broad, highly complex analyses of NIAID's national and global operations and resource use to identify and forecast the Institute's long-term critical resource requirements. Such analyses include weighing priorities and assessing available resources of competing national research programs for potential realignment of critical resources; translating broad research agendas into critical future resource requirements; and developing long range plans that are executable at the programmatic mission level. Through subordinate supervisors and team leaders, plans, organizes, manages, and provides executive oversight and leadership for all activities within the OMIFM comprised of a diverse staff of 37 professionals engaged in financial and human capital asset management.

BASIC QUALIFICATIONS:The NIAID, NIH seeks candidates who have a commitment to excellence and the energy, enthusiasm, and innovative thinking necessary to lead a dynamic and diverse organization. All competitive candidates for SES positions with the Federal Government must demonstrate leadership experience indicative of senior executive level management capability. To meet the minimum qualification requirements for this position, applicants must meet the requirements for the GS-0505 series (GS-14/15 or equivalent) as defined by the U.S. Office of Personnel Management Qualifications Standards Manual for General Schedule Positions which is available at: OPM Qualifications Standards GS-0505 Website and demonstrate in your five (5) page resume that you possess the Professional Technical Qualifications (PTQs) listed below. It is recommended that your resume emphasize levels of responsibility, scope and complexity of programs managed, and program accomplishments and results.

EXECUTIVE CORE QUALIFICATIONS (ECQs) (Mandatory for Selectee):If selected, you MUST submit a narrative statement in response to each of the Executive Core Qualifications (ECQs) listed below. It is STRONGLY recommended that you visit the following Office of Personnel Management (OPM) webpage for more information regarding the Fundamental Competencies and how to write your ECQs.
Candidates must possess experience at the senior level (GS-14/15 level or equivalent) in the following job-specific Professional/Technical Qualifications (PTQs). The PTQs measure technical expertise required by this position and must be addressed individually in narrative form in your submission.

PROFESSIONAL/TECHNICAL QUALIFICATIONS (PTQs) (Mandatory):Your responses to the below PTQs must be incorporated into your five (5) page resume. It is recommended that the corresponding PTQs are annotated in parenthesis.

1. Ability to provide executive leadership and direction of financial management to include financial and human capital asset management; mission planning and integration; program planning and implementation and budget policy development and analysis in a multi-million dollar scientific or comparable organization (pharmaceutical firm, academia, or other research organizations).

2. Ability to effectively organize and manage a large organization including establishing objectives for both financial integrity and customer satisfaction and promoting a culture of sensitivity, teamwork and maintaining a workforce that advances diversity, equity, inclusion, and accessibility.

3. Experience in advising senior leadership/management related to an organization's financial management matters and the ability to develop innovative solutions to complex issues affecting an organization.

4. Demonstrated comprehensive experience communicating effectively, both orally and in writing, on complex budget policy and financial issues while building strong working relationships among people and organizations with diverse opinions.

Travel and Transportation expenses may be authorized in accordance with applicable Federal Travel Regulations governing the relocation of current Federal employees and new appointees.

A one-year probationary period must be served by the individual selected if not currently or previously in the career Senior Executive Service.
