The TCF career fields represent those technical fields where VA-specific knowledge and experience is desirable for success in the field. Individuals selected follow a formal training plan for two years during which they are trained, coached, and supervised by a preceptor. Preceptors are selected annually, through an extensive application process, for their technical expertise, their commitment to training and the suitability of their facility as a training location. *Selectees will be required to sign Mobility, Training, and Continued Service Agreements.

This is a developmental position leading to a GS-07, performing assignments intended to broaden skills and provide practical experience leading to progressively more complex assignments performed under progressively less supervision. The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Duties include but are not limited to:

  • Performs basic internal/external placement and recruitment duties for Title 5 and Hybrid Title 38 positions usually up to grade GS-8 or equivalent.
  • Establishes user accounts, verifies data, and resolves data discrepancies. Troubleshoots problems with users.
  • Reviews error listings and monitors processing and procedures in order to identify needed corrections.
  • Prepares charts, forms, publicity, course announcements, and other documents and is responsible for the scheduling, preparation, and distribution of training announcements.
  • Performs position reviews for clerical, and administrative (GS-07 and below) and wage grade Occupations, analyzes duties using appropriate classification standards, writes evaluation statements in order to support the title, series and grade designation.
  • Provides technical guidance and procedural assistance to supervisors and employees in executing the workers' compensation program.
  • Assists Specialists by reviewing files for disciplinary actions, grievances, appeals, Unfair Labor Practices (ULP's), etc., to gather information which is similar to the pending issues at hand.
  • Advises employees regarding health and life insurance options, Thrift Saving Plan (TSP), pension, etc.
  • Coordinates with Specialist in order to obtain information regarding updates or changes to federal benefits or retirement plans/options.
  • Completes requirements for basic and routine pay determinations, recruitment/retention incentive, above minimum entrance rates, etc., for recruitment and placement cases staffed.

Work schedule: Monday through Friday, 8:00am to 4:30pm
Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. This position may be authorized for telework. Telework eligibility will be discussed during the interview process.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/12/2023.

You must have obtained a qualifying bachelors, masters, professional, doctoral, or technical/vocational degree or certificate from a qualifying educational institution within the previous two years.

  • Preference eligible veterans who were precluded from applying due to their military service obligation begin their 2-year eligibility period upon release or discharge from active duty. Eligibility for these veterans cannot exceed 6 years from the date on which the degree (or certification) was completed.

You may qualify based on education and/or experience as described below:
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a procedural or factual nature. Ability to pursue lines of inquiry and gather facts and determine their importance to make informed judgments on problems and issues. Experience with advising management officials of various types of personnel actions. Maintaining master personnel and organizational records.. OR,
  • Education: Applicants may substitute education for the experience required. To qualify based on education for this grade level you must have 4 years above high school OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the second year is equivalent to 6 months of specialized experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is conducted in an office setting and is basically sedentary but may involve occasional walking, standing, bending.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
