The major duties include but are not limited to:

  • Participates in the review and implementation of policies, directives, program initiatives and VA, federal, local and granting agency regulations;
  • Ensures the program's overall fiscal and budgetary integrity for over 90 grant accounts, approving budget estimates, fiscal and program operating plans, budget requests, analyses and justifications;
  • Prepares briefings for senior VA officials, local and national elected officials, affiliated organizations and others as appropriate;
  • Responsible for employee projections, allocation and management; work organization; performance evaluation system; organizational charts and management of disciplinary actions and awards program;
  • Develops programs and obtains resources for continuing education of principal investigators and research employees to meet training needs;
  • Uses qualitative and quantitative statistical data analysis techniques to arrive at proposed recommendations and solutions;
  • Assists with long-term and short-term strategic goals for the research program, staff development, funding avenues and collaborative initiatives with affiliated medical and educational institutions;
  • Ensures Committees and Work Groups have personnel and resources to perform their mandated and necessary functions, expenditures are properly approved and equipment is monitored and utilized;
  • Maintains required accreditations to perform a wide spectrum of research administration;
  • Performs the full range of supervisory responsibilities to include but not limited to sets priorities; coordinates work operations; ensures employees are informed on appropriate aspects of various programs; develops position descriptions, selects staff, writes performance standards and evaluates performance; manages administrative aspects of supervision (promotion, discipline, leave, training), etc.;
  • Serves as a spokesperson and representative for Research and Development; and,
  • Performs all other duties as assigned.
Work Schedule: Monday through Friday, 8:00 am - 4:30 pm.

Qualifications

To qualify for this position, you must meet the following Basic Education Requirement for the 0601 series:

Basic Education Requirement: You must have successfully completed a Bachelor's or graduate/higher level degree, with a major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of the Health Science Officer - Director for Research Operations position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Educationat the time the degree was obtained. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. ~AND~

In addition to the Basic Education Requirement above, to qualify for this position at the GS-14 level, you must meet the following:

Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-13) in the Federal service that has given you the particular knowledge, skills and abilities required to successfully perform the duties of a Health Science Officer - Director for Research Operations, and that is typically in or related to the work of the position to be filled. Specialized experience is demonstrated lead or supervisory experience such as directing the work of subordinates, managing performance, reviewing training needs, etc.; developing and directing the administrative and operational activities of a healthcare research program to include the budget/fiscal, human resources; purchasing/contracting functions; performing complex analytical studies and interpretation of results; overseeing new methods, approaches or procedures in the coordination of research projects or clinical studies; exercising interpersonal and team building skills with all levels of the organization. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.

Additional information

Physical Requirements: The work of this position is primarily sedentary, although some slight physical effort is required such as inspection of facilities.
Work is mostly performed in an adequately lighted and climate-controlled office. Requires visits to laboratories, support units and other medical center locations.

Receiving Service Credit for Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. Selected applicants may qualify for credit toward annual leave accrual, based on prior work experience or military service experience. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
