The Division of Gulf Operations is responsible for the maintenance, repair, operation, and logistical support for Maritime Administration vessels on the Atlantic, Gulf, or Pacific coast in support of the nation's strategic sealift requirements.

Duties

Help

As a Program Support Assistant, you will:

  • Serve as the primary staff member taking technical and programmatic input from the Division Managers and Contracting Officer Representatives (COR) or extracting information from database systems and transforming it into contractual language and input into the MARAD contract writing system.
  • Coordinate with the Ship Operations and Maintenance Officer (SOMO), Supervisory Marine Surveyor (SMS), Staff Shipping Supervisor (SSS), and COR to determine the documentation required for ship manager contracts requisition preparation and standardization. Extract data from operational systems as instructed by program office.
  • Make initial and immediate recommendations to management whenever there is a need for process change to assure consistency and standardization. Starts initiated recommendations when approved by supervisors to obtain standardization.
  • Control all prepared documents to a standardized method as per Area Division directives. Serve and control business improvement process as directed.
  • Assist the CORs and managers to report and analyze technical and financial information from the Ready Reserve Force (RRF) Management System (RMS) as related to ship manager contracts and annual business plans. Assist in the review and analysis of ship’s specific business plans. Prepare and assist on annual business plan presentations and documents.
  • Develop all ship’s specific operation requirements submitted from assigned CORs and convert into contractual documents to be submitted to ACO. Extracts data from the Ready Reserve Force (RRF) Management System (RMS) and other operation system once directed.

The Ideal Candidate has experience in processing and preparing technical documents, consolidation, revision, tracking and reconciliation input from the Area Division's Mangers and technical staff, day-to-day office documentation processing, supply and service monitoring and visitor access.

CONDITIONS OF EMPLOYMENT:

  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-07 on Experience, you must have at least one year of experience equal or equivalent to the GS-06 it must include:

  • Experience using computer based software programs, such as windows, word processing, spreadsheet, database, email, project management, etc.

To qualify for the GS-08 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experience utilizing computer software for program-monitoring functions in procurement systems, human resource documentation, and office supply and services.
  • Experience in purchase card use and support contract monitoring and day-to-day office functions, mail and package receipt, and visitor port and building access or equivalent.
