Duties

Help

The position is located in the Departmental U.S. Government Accountability Office (GAO) and Office of Inspector General (OIG) Liaison Office. The GAO-OIG Liaison Office provides DHS-wide oversight on implementing policy regarding DHS relations with audit organizations, component audit liaison activities, and facilitating successful outcomes throughout the audit process.

The primary purpose of this position is to serve as an analyst and/or advisor to management on a variety of program activities, applying a wide range of quantitative and qualitative methods for assessment of complex management processes, systems, and mission support programs.

Duties performed:

  • Providing expert analysis and advice on the audit process from knowledge and experience in conducting, monitoring, or overseeing audits, according to generally accepted government auditing standards.
  • Managing audit entrance and exit conferences to ensure DHS Components are provided a full understanding and confirmation of facts and key information exchanged between the Department and auditors to facilitate consensus.
  • Providing leadership and mentoring to DHS Component audit liaisons on as-needed basis on all topics related to audit liaison community activities to provide better communication across the Department.
  • Evaluating cross-cutting programmatic and operational issues arising throughout the course of internal and external audits within the purview of DHS.
  • Analyzing and/or providing input on GAO and OIG draft reports and congressional testimony.
  • Analyzing information in audit tracking systems to provide leadership and others with periodic updates and dashboards on actions taken, ongoing, and/or planned to implement audit recommendations, including the resolution of disagreements.

Qualifications

Applicants must demonstrate that they meet the Specialized Experience requirements as noted below.

Specialized Experience GS-12:

Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-11 level in the Federal service (obtained in either the public or private sectors) performing the following duties:

  1. Ensuring activities related to the audit process adhere to generally accepted government auditing standards;
  2. Participating in the writing or updating of audit liaison processes; and
  3. Providing input in the development of briefings for senior officials regarding the status of audits (e.g., Government Accountability Office [GAO] and Office of Inspector General [OIG]).

Specialized Experience GS-13:
Applicant must demonstrate one full year of specialized experience comparable in scope and responsibility to the GS-12 level in the Federal service (obtained in either the public or private sectors) performing the following duties:
  1. Analyzing program issues related to the audit process to ensure adherence to generally accepted government auditing standards;
  2. Developing or modifying audit liaison procedures for overseeing the audit process;
  3. Writing briefings for senior officials regarding the status of completed, ongoing, or planned audits (e.g., Government Accountability Office [GAO] and Office of Inspector General [OIG]) and recommendations; and
  4. Analyzing data related to internal and external audits to generate ad hoc reports for management.

Time-in-Grade Requirements: Under competitive merit promotion procedures, any individual who is currently holding, or who has held within the previous 52 weeks, a General Schedule position under a non-temporary appointment in the competitive or excepted service, must meet "time-in-grade" requirements (have served 52 weeks at the next lower grade of the grade for which you are applying). Time-In-Grade requirements also apply to current employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment. NOTE: All current or former Federal employees must provide a copy of their SF-50 (you may need to submit more than one), "Notice of Personnel Action" that indicates proof of status and time-in-grade eligibility. The SF-50 must include your position, title, series, grade, step, tenure (1 or 2), and type of service (Competitive or Excepted).
