Duties

Help
  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment, and is subject to random drug testing for the duration of service with DoD OIG.
  • Performs reviews and critical assessments of programs in areas that include, but are not limited to, DoD programs, functions and missions worldwide.
  • Develops plans, methodologies and approaches for analyses or evaluations conducted independently or as part of a team.
  • Conducts studies and evaluations, adapting plans and procedures as necessary to meet established goals and objectives.
  • Gathers data, through review of complex documents and information and through on-site visits and interviews with responsible staff.
  • Documents findings, prepares reports, developing recommendations and corrective action.

To meet the minimum qualification For GS-11 grade level, One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-11) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Contributing to projects in program assessments and evaluations. Experience must include researching policies, directives, or regulations and extracting information for projects; gathering and analyzing data; preparing portions of draft project or assessment reports; and participating in staff interviews or site visits to gather information. Or A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., or A combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

To meet the minimum qualification For GS-12 grade level, One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Responsibility for assigned program reviews or assessments or participation in teams performing such assessments. Experience must include duties researching relevant law, regulation and policies; gathering data, reviewing documents, conducting site visits and interviewing staff; documenting findings and preparing reports; developing draft recommendations and follow-up plans.

To meet the minimum qualification For GS-13 grade level, One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: Regular work in assessment and evaluation of management and operating programs, including conducting assessments and evaluations, gathering and analyzing data, preparing reports and tracking corrective action.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

While not a requirement, knowledge of the history, culture, and conflicts of Russia and Ukraine and language proficiency in Ukrainian and/or Russian languages is a plus.

Education

Substitution of Education for Specialized Experience:

For the GS-11 Three full years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree may be substituted to meet the specialized experience requirement.

Equivalent combinations of education and experience may be used to substitute for the specialized experience requirement.

PASS/FAIL COURSES: If more that 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specialized in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
