This position is located at Office of Justice Programs (OJP), National Institute of Justice (NIJ), Office of Criminal Justice Systems (OCJS), in Washington, D.C. NIJ provides objective, independent, evidence-based knowledge and tools to meet the challenges of crime and justice, particularly at the state and local levels. The function of OCJS is to develop and manage a program to encourage and support research and evaluation understanding of justice system responses to crime and violence.

Duties

Oversees and guides projects in the area of justice systems with a specialized focus on policing.

Performs a variety of analytical research, evaluation, program development, and other tasks related to policing and justice systems.

Serves as a technical expert for the policing social science focus area and evaluates the scientific aspects of a wide variety of program grants, research-based grants, contracts, and cooperative agreements.

Research and reviews current developments in the appropriate social science disciplines to ensure that the policing and justice systems research program planning, implementation, and reviews are well-grounded in current scientific knowledge and methods.

Plans and manages projects from the concept development stage through implementation and management. Identifies requirements, develops technical and administrative approaches, and coordinates project resources, including project costs, human resources, scheduled completion timeframes, etc.

BASIC REQUIREMENTS:

Degree: behavioral or social science; or related disciplines appropriate to the position.
or
Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
or
Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.

MINIMUM FEDERAL QUALIFICATION REQUIREMENTS:

Qualifying experience for the GS-13 level includes one year of specialized experience at least equivalent to the GS-12 level which is in or directly related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.

Examples of specialized experience at the GS-12 level include: Performing a wide range of qualitative and quantitative tasks for the assessment and improvement of program effectiveness in policing and justice systems, using social and behavioral science methods, principles, concepts, practices, standards, and analytical techniques; Overseeing a large-scale research and evaluation programs, related to policing and justice systems ; Researching and/or analyzing the research needs of the justice communities to ensure that the justice policing research program planning, implementation, and review are well grounded in the needs of the field; Providing technical advice in the area of social sciences and provides guidance and direction to program staff in the implementation of program policy, goals, plans, and objectives.

TECHNICAL QUALIFICATIONS:

Applicants who meet the minimum qualifications as described above will be further evaluated based upon the following technical qualifications:
Ability to provide program management analysis, advice, and assistance, as it relates to social science.
Ability to plan, conduct, and evaluate studies.
Knowledge of a scientific field.
Ability to develop alternative agency strategies.
Ability to analyze project issues/problems and recommend solutions.

TIME-IN-GRADE REQUIREMENT: Status applicants for promotion must have 52 weeks of service at the next lower grade by the closing date.
