Duties

Help
  • Supervises a team of Human Resources Specialist and Project Managers responsible for providing Employee Relations, Employee Recognition, and Office of Workers? Compensation Programs (OWCP) support to the OIG.
  • Performs consultative and advisory services and direct support to OIG components provided by staff.
  • Manages the agency?s employee recognition program to include the annual award ceremony.
  • Collaborates with other members of the Human Capital Management (HCM) leadership team to produce comprehensive and fully integrated human resources products.
  • Represents HCM in areas of responsibilities and/or as assigned in working groups, task forces, and other venues within and outside the OIG.
  • Investigates and initiates actions for changes in employment practices, communication strategies, and/or approaches to long standing obstacles in achieving productivity and effectiveness of the organizational components? workforces.
  • Performs supervisory duties to include: planning and assigning work to be accomplished by subordinates; evaluating work performance of subordinates.
  • Interviews candidates for vacancies and recommends appointments, promotions, or reassignments for such positions; effecting disciplinary action, as necessary.
  • Identifies the developmental and training needs of employees; develops performance standards; and furthers the goal of equal employment opportunities.

Qualifications

Applicants must demonstrate that they meet the Minimum Qualification requirements as noted below.

Specialized Experience Definition: NOTE: Do not cut and paste the duties, specialized experience, or occupational assessment questionnaire from this announcement into your resume as that will not be considered a demonstration of your qualifications for this position.

Your resume must clearly demonstrate at least one year (52 weeks) of specialized experience equivalent to the (GS-13) grade level in the Federal service or equivalent experience in the private or public sector overseeing and/or providing employee relations support in a Human Resources Office.

Examples of specialized experience: Providing expert advice and guidance to senior management officials to resolve highly complex and difficult employee relations concerns in accordance with federal laws, regulations, and policies; analyzing broad and/or complex federal human resources laws, regulations, and policies related to employee relations; and managing the awards program for an agency; experience managing OWCP is desired.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual, community, student, social) is qualifying. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.
