Duties

Help

Directs the ongoing, daily operations of the Technology Innovation and Development department aspart of the Sergeant at Arms (SAA) branch of the United States Senate through the management ofbranch managers; leading software development, UX/UI and technology innovation. Leads research and gathers information needed to help the organization solve problems and improve operations. Participates in the determination of the Senate’s IT requirements; evaluates feasibility of potentialequipment, software and systems. Including demonstrated experience to evaluate build versus buy and integrate commercial-off-the-shelf (COTS) products in an enterprise environment. Participates in the approval and assignment of priorities for technology projects. Works with the CTO to develop and budget for technology infusion programs including emergingtechnologies, prototypes, and technology R&D. Implements objectives and policies established by the CTO; participates in the formulation andimplementation of short- and long-range goals. Informs the CIO strategic vision to SAA organization; leads the implementation of strategic and tacticalefforts in support of the CIO strategic goals. Manages, directs and supervises direct reports and staff via recruitment, training, motivation and evaluation. Develops, implements, and monitors budgets and expenditures. Serves as the CTO in their absence.

Qualifications

Work requires a Bachelor’s Degree in computer science or a related technical field; and eight to ten years in information technology management; or any equivalent combination of education and experience that provides the following knowledge, skills, and abilities:

  • Knowledge of current and emerging technologies, principles of information technology management, best practices, and technology solution strategies; prefer experience with cloud, mobile, identity management, and various other progressive technologies).
  • Knowledge of application development, and process engineering, UX/UI, strategic and tactical planning and execution in the information technology arena.
  • Knowledge of the current principles and practices of public administration, including governmental procurement, contracting, personnel, and capital project management.
  • Knowledge of project life cycle methodologies.
  • Ability to communicate effectively in leading and persuading people, organizations and projects.
  • Ability to plan, direct, manage, and supervise programs and activities of multiple branches.
  • Ability to plan, assign and review the work of technical, professional and managerial personnel.
  • Ability to set goals, plan, and monitor multi-million-dollar budgets.
  • Ability to define and lead strategic plans and objectives.
  • Ability to establish and maintain effective working relationships with Senate office and committee staffs, Senate executive management, other Legislative agencies, key private sector vendors and business partners. managers, supervisors, and subordinates.

Physical Demands and Working Environment

Work is essentially sedentary with occasional walking, standing, bending and lifting.

Education

This position may require that the applicant obtain and maintain an applicable U.S. Government top-secret security clearance. Applicants must be U.S. citizens in order for the SAA to submit your application for a security clearance. For education requirements please see Minimum Qualifications.
