  • Incumbent will serve as a Contracting Officer with Unlimited signatory authority.
  • Incumbent is the Contract Specialist for pre/post award and technical guidance experience for high-value, highly-complex actions to include actions from $25,000,000 and above.
  • Responsible for the processing and oversight of contractual actions and phases of projects/programs.
  • Plans, develops, and establishes the contractual strategy for individual projects and/or programs.
  • Serves as the principal contracting advisor to the project manager and represents the MVN and USACE when required as the project/program's contractual authority at conferences and meetings.
  • Functions within a Project Delivery Team (PDT) and is involved with pre-award actions to assist/prepare planning and execution documents.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Contracting Specialist Position:

Degree: Bachelor's degree (or higher degree) from an accredited educational institution (Note: You must attach a copy of your transcripts.)

OR

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency; OR (2) Served as a military member in a comparable military occupational specialty.

OR

Exemption: You are exempt from the education requirements above if you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience GS 14: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes experience: 1)Providing guidance on pre- and post-award contract methods as they apply to contract types, methods, and requirements; AND 2) Negotiating contract modifications with potential contractors; AND 3) Analyzing proposals for conformance with solicitation; AND 4) Assisting prospective bidders during the solicitation phase.

You will be evaluated on the basis of your level of competency in the following areas:

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
