Duties

Help

The Department of Technology Services provides a wide range of enterprise-class systems, infrastructure, and data services supporting the operations of the courts. The DTS operational portfolio includes, but is not limited to, operating the judiciary's primary data centers and its wide-area network (including related services such as managed firewalls, video teleconferencing, and voice over IP telephony); providing cloud hosting; performing independent product testing; maintaining an enterprise support desk; and managing the Administrative Office of the US Courts' local area network, among other mission critical supporting services and technologies.

The incumbent serves as the Chief Operating Officer (COO) within the Department of Technology Services (DTS) and performs many and varying assignments under the direction of the Chief information Officer (CIO) and Associate Director (AD), DTS. The incumbent is responsible for directing and managing these operational activities of DTS in accordance with judiciary policies as well as goals and objectives established by the CIO to achieve results.

The high visibility and broad-reaching impact of this work requires the incumbent to have a mastery level of program management, strategic planning, and customer-focused service execution along with impeccable written and verbal communication skills. Primary duties include, but are not limited to, the following:

Leadership and Supervision:

  1. Developing an overall DTS operational mission and strategy - along with short- and long-range operational goals that align with the judiciary's overall strategic direction - and promoting their ownership among all DTS staff levels.
  2. Developing and implementing short- and long-range operational plans that embody DTS's mission, values, and goals consistent with the overall DTS operational mission and strategy.
  3. Defining and leading a continuous quality improvement process throughout all operational program and service areas.
  4. Developing regular and ongoing opportunities for staff and customers alike to give feedback on DTS operations.
  5. Providing strong inspirational leadership and cultivating high-performing teams through recruitment, training, and retention strategies; timely performance evaluation; adequate management development; and succession planning for subordinate staff.
  6. Identifying and facilitating resolution of issues among various DTS operational entities.
Process Improvement and Communications:
  1. Ensuring that technical day-to-day operations operate smoothly, effectively, and efficiently.
  2. Developing, establishing, and enforcing operating procedures and protocols consistent with DTS and judiciary policies.
  3. Overseeing the development, implementation and ongoing operation of a 24-hour operations center that serves as the central point for technical situational awareness and coordinates responses to service interruptions impacting IT operations throughout the judiciary.
  4. Maintaining and expanding lines of communication to keep all affected stakeholders informed of a variety of critical operational issues that range from prompt problem identification, notification, and resolution to ensuring constituencies are aware of technology service offerings
  5. Implementing intuitive reporting mechanisms and techniques, such as dashboards, to communicate operational status and other operational concerns

Planning, Budgeting, and Evaluation:
  1. Formulating annual DTS operational budgets, managing effectively within approved resources, and reporting accurately on progress made and challenges encountered.
  2. Prioritizing limited resources to the most productive uses with the aim of creating maximum value for the judiciary.
  3. Directing the evaluation and consolidation of systems and technologies that provide similar functionality in order to streamline complexity and gain operational and financial efficiencies.
  4. Developing metrics and standards for evaluating program operations systematically and providing analysis of these results to the AD-DTS.
  5. Driving and measuring performance against key performance indicators so that technical performance can be continuously evaluated and improved, including how performance complies or varies from acceptable standards.

  7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.

Qualifications

Applicants must have demonstrated experience which shows competence in the qualifications as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which includes interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

Specialized Experience: Applicants must have at least one year of specialized experience equivalent to the GS-15/JSP-15/CL 31 level which is in or directly related to the line of work of this position. Specialized experience for this position is defined as follows:

  • Senior-leadership experience supervising IT professionals; AND
  • Overseeing enterprise-class programs across a broad geography.
Additional Assessment: Applicants who meet the specialized experience requirements also will be assessed on the following Mandatory Technical Qualifications (MTQs) and Executive Core Qualifications (ECQs).

Mandatory Technical Qualifications: The MTQs listed below should be evident in your resume and a supplemental narrative must be uploaded and attached to your application addressing each MTQ listed below.
  • Extensive management experience in planning, leading, and directing a broad range of operational programs and functions.
  • Senior level management experience and skill in enabling the effective delivery of an organization's mission while adhering to the laws and regulations governing administrative programs, internal operations, and services. This experience must reflect a record of successful customer communication, outreach and collaboration, accountability and continuous program improvement of internal business processes and systems.
  • Executive level ability to plan, manage, and execute management and administration functions for a large organization or enterprise (e.g., of national scope and complexity).
  • Expert level experience in overseeing operational budgets and financial management functions for large, complex organization including management controls related to financial stewardship responsibilities.
Executive Core Qualifications (ECQs): Applicants currently serving in an AOES position or under a career Senior Executive Service (SES) appointment, eligible for reinstatement into SES, or have successfully completed a SES Candidate Development Program (CDP) approved by OPM are not required to submit a narrative response for the Executive Core Qualifications (ECQ). Building Coalitions / Communication: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
