Summary

This position is located in the Office of Inspector General (OIG), Office of Audit (OA), and reports to the Work Unit supervisor.

The selectee performs a variety of auditing assignments. As a team member, conducts research, gathers documentation and data by means of interviews, observations, and other appropriate methods, and utilizes other fact-finding techniques to identify Departmental, agency, and program issues.

Duties

Help
  • Develops methods to isolate and identify conditions affecting program effectiveness, susceptibility to fraud, and the potential for increased efficiency.
  • Analyzes and evaluates data, applying various techniques such as work sampling, incremental analysis, probability analysis, cost benefit analysis, statistical sampling, database analysis, and computer matching, and determines its reliability.
  • Develops methods to isolate and identify conditions affecting program effectiveness, susceptibility to fraud, and the potential for increased efficiency..
  • Prepares and/or edits working papers, summaries, and formal reports of audit findings and recommendations, and ensures that they are clear, concise, and logically organized.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
BASIC REQUIREMENT: To qualify for this position, applicants must meet the basic requirement(s) listed below:

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration or accounting.OR
  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:
    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; OR
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
IN ADDITION TO MEETING THE BASIC REQUIREMENT(S) ABOVE, APPLICANTS MUST ALSO POSSESS THE SPECIALIZED EXPERIENCE BELOW.

Specialized Experience for GS-11:
Applicants must have one year of specialized experience equivalent to the GS-09 grade level in the Federal service or the equivalent in the private sector which includes: (1) working as a trainee accountant or auditor performing basic audit and/or accounting duties; (2) collecting and analyzing information and interpreting agency compliance with policies and regulations; (3) working with teams to ensure the development of workpapers and portions of audit or research products is supported by appropriate and sufficient evidence; and (4) participating in meetings to communicate findings to the team. OR
Completed three (3) years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a related auditing/accounting field of study that demonstrated the knowledge, skills, and abilities necessary to do the work. OR
A combination of education and experience that when combined fully meet the minimum qualifications of this position. The total percentage meets at least 100% to qualify for this grade level.

Specialized Experience for GS-12: Applicants must have one year of specialized experience equivalent to the GS-11 grade level in the Federal service or the equivalent in the private sector which includes: (1) performing audit steps and tasks such as conducting evaluations, examinations, or other fact-finding studies; (2) developing and executing methodologies to collect and analyze information and interpret complex policies and regulations; (3) preparing draft audit reports using a practical application of auditing standards, procedures, and technology, ensuring all information is supported by appropriate and sufficient evidence; and (4) communicating findings to the team.

While not required, experience conducting various engagements such as inspections and reviews according to Council of the Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation standards is a plus.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Positions are remote.
