Summary

This position is located in the United States Department of Agriculture, National Institute of Food and Agriculture (NIFA). The selectee is not required to report to a government office, however, the option to work in one of the Agency offices may be available.

In this position, you will serve as a National Program Leader (NPL) and administer research, education, and extension programs that address national agriculture priorities.

Duties

Help
  • Promote a shared agenda in climate programs, supports and advocates for the advancement and use of science and markets.
  • Responds to immediate, short-term issues and opportunities that are compatible with the mission of NIFA by developing background information and making recommendations.
  • Serves as a technical consultant on policy and programs related to climate models, integrated modeling, Greenhouse Gas (GHG) inventories, use of climate change projections and forecasts in support of risk management, and mitigation of climate change.
  • Responsible for research, education, and extension activities around climate models, integrated modeling, GHG inventories, use of climate change projections and forecasts in support of risk management, and mitigation of climate change.
  • Establish goals and objectives for NIFA climate programs and evaluates program results and the initiation of appropriate action to assure proper emphasis is given to critical and far-reaching programs.
  • Prepares technical and administrative guides, standards, and criteria to accomplish national program objectives for NIFA climate programs.

Qualifications


Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Education Requirements:

  1. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position - OR -
  2. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education
Additional Information: Related disciplines for basic requirement include: agronomy, animal science; atmospheric and geological science; climate change and conservation; ecology; environmental policy and science; forestry; and microbiology.

In addition to the basic requirement above, all applicants must meet the following minimum qualification requirements:

GS-13:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience analyzing, evaluating, and monitoring grants used to improve, administer, or allocate funding for research or educational activities including subjects such as climate modeling, greenhouse gas inventories, climate change projections, or environmentally sustainable agricultural production - OR - independently conduct research, extension, or educational activities involving climate models, greenhouse gas inventories, climate change projections, or environmentally sustainable agricultural production.

GS-14:
Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for GS-14 includes one year of specialized experience comparable to GS-13 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience executing, evaluating, or prioritizing research or educational projects for regional food and agricultural science programs relating to climate modeling, greenhouse gas inventories, climate change projections, or environmentally sustainable agricultural production; identifying issues or recommending solutions to changes in existing food and agricultural science programs; representing the program with workgroups and various stakeholders involved in the performance of agricultural research, extension, or education activities; develop information used in evaluation or proposals for evaluation criteria for agricultural research, extension, or education activities.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
