Help

  • Participate in skills assessment workshops to identify individual needs and develop an individual development plan (IDP) focused on increasing executive competencies and broadening organizational perspectives about GAO.
  • Receive mentoring and counseling from a current member of GAO's SES.
  • Participate in rotational assignments as an Acting Director of a mission team or support office; assisting in the planning and execution of responsibilities for the auditing, review, evaluation, and reporting functions of GAO in the area of focus.
  • Receive executive training through in-house courses and courses offered by external sources.
  • Attend seminars with executive development staff and top management concerning GAO executive management, operations, and congressional relations.
  • Lead a GAO-wide special project of interest to the Comptroller General.
  • Testify before Congress, if the opportunity presents itself.

  • You must be a United States citizen.
  • You must be registered with the Selective Service, as applicable.
  • If you are selected, you must complete a background investigation.
  • If you are selected, you must submit a financial disclosure report.
  • If you are selected, you may be required to obtain and maintain a security clearance depending on the engagements, projects, and initiatives assigned to you.
  • If you are selected from outside GAO, you must complete a two-year probationary period unless you previously completed a trial or probationary period at GAO after October 1, 1980.
  • If you are selected from outside GAO, you will be hired into a GAO position at the PE-3 level, which is equivalent to a GS-15.
  • If you are selected from outside of GAO and terminated from the program, you will remain an employee at GAO.

Qualifications

You must meet the qualification requirements by 11:59 pm Eastern Time on the closing date of the announcement.

If you are a federal employee, the level of experience we are looking for is typically gained in PE-3, GS-15, or equivalent-level positions.

Specialized experience

  • Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities, and competencies to perform the duties of the position.
  • For this position, you must have at least 1-year of experience equivalent to the PE-3 or GS-15 level that shows you have:
    • Managed or directed complex or sensitive audits or evaluations of public policy programs or projects;
    • Produced or guided others to produce reports or testimony that are based on empirical evidence; and
    • Developed and monitored the performance of people.
Technical qualifications (TQs)
  • The TQs describe the necessary professional and technical knowledge, skills, and competencies needed to successfully perform the duties of this position.
  • The technical qualifications for this position are:
    • Ability to lead teams in planning, developing, and applying audit and evaluation techniques and methodologies in audits of nationwide programs, including identifying opportunities to achieve significant savings, improvements in agency operations, and enhanced service to the public.
    • Ability to contribute to institutional stewardship by seeking to advance GAO's interests and protect the institution's future by visibly and consistently supporting the institution's mission, core values, work processes, risk environment, and future direction.
Executive core qualifications (ECQs)
  • The ECQs assess executive experience and potential. They measure whether you have the broad executive skills needed to succeed in a variety of Senior Executive Service positions.
  • The ECQs for this position are:
    • Leading Change: This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.
    • Leading People: This core qualification involves the ability to lead people toward meeting the organizations vision, mission, and goals. Inherent to this ECQ is the ability to provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts.
    • Results Driven: This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high quality results by applying technical knowledge, analyzing problems, and calculating risks.
    • Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically.
    • Building Coalitions: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
