Duties

Help

As a YELLOW RIBBON PROGRAM SPECIALIST (TITLE 32), GS-0301-7/9, you will develop, implement, coordinate, manage, and direct the Yellow Ribbon Program.

Major Duties - This is NOT an all-inclusive list:

  • Coordinate with staff and other Federal, state, and local organizations for support with speakers, instructors, and support services.
  • Serve as an advisor on the YRRP Program and family program issues relevant to the service members and their families during the deployment cycle, with the intent of maximizing readiness of the service members and their families.
  • Assist in planning, maintaining, and updating an ongoing system of information and referrals for use by the military community.
  • Assist with ensuring accuracy and timeliness standards for the reporting requirements within their state are met, for inclusion in the nationwide Yellow Ribbon Reintegration Program Report.
  • Assist with the planning, development, coordination, implementation, and daily administration of the YRRP to include the contracting of conference facilities, lodging, meals, and professional onsite child care.
  • Provide necessary assistance to units and/or individuals to ensure accomplishment of all Deployment Cycle Support tasks during appropriate phases of the deployment cycles to include coordinating reception activities, briefings, training, and spouse/family education.
  • The team leader is responsible for creating and distributing the agenda, informational brochures, and other promotional materials concerning individual YRRP events scheduled.
  • The Yellow Ribbon Program Specialist is considered to be the subject matter expert on reintegration activities and family programs, responsible for conducting briefings, seminars, and workshops about the various services, benefits, and referral organizations available to service members and their families.
  • Prepare, coordinate, and disseminate information to staff and units to provide the service members and families with educational materials to increase awareness of the benefits and entitlements available.
  • Conduct briefings and training for staff and units to provide necessary information, stimulate interest and support for Yellow Ribbon Program.
  • Conduct needs assessments to identify other programming needs of family members.
  • The YRPS communicates with the service members and their families to ensure they have access to all available events, dates, locations, times, and agenda.
  • Maintain up-to-date Yellow Ribbon Program benefits, support services, and readiness library consisting of directives, policies, regulations, SOPs, and program material.
  • Serve as representative at conferences and meetings on family programs and Yellow Ribbon Program matters.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code 709), will be in the following manner and sequence,

  • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
  • The SECOND area of consideration will be all current Federal Employees.
  • The THIRD area of consideration will be all Federal re-employment eligible.
  • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
  • The FIFTH area of consideration will U.S. Citizens.

Military Grades: Enlisted and Officer

GENERAL EXPERIENCE: MUST possess experience, education, or training which provides a general knowledge of principles of organization, management, and administration; experience using computer and automation systems.

SPECIALIZED EXPERIENCE: GS-9 Level MUST possess at least 24 months experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; experience providing technical guidance and assistance in the type of work or in comparable work of the position to be filled; thorough knowledge and understanding of administrative procedures and practices of management; experience developing administrative procedures. GS-7 Level MUST possess at least 12 months experience, education or training in any position that required compiling reports, letters, memoranda, etc., and required person-to-person contacts to convey information; experience which demonstrates the ability to provide technical guidance and assistance in the type of work or in comparable work of the position to be filled; experience interpreting regulations, policies or law and providing guidance.
