This position is located in the Financial Mangement Branch, Morale, Welfare and Recreation Division. The Financial Mangement Branch is responsible for maintaining the overall financial integrity of the Navy's Morale, Welfare and Recreation Program (1,2000 activities, 15,000 employees, $500 million in annual NAF revenues) and providing direction and management control of financial requirments and resources.
Summary
This position is located in the Financial Mangement Branch, Morale, Welfare and Recreation Division. The Financial Mangement Branch is responsible for maintaining the overall financial integrity of the Navy's Morale, Welfare and Recreation Program (1,2000 activities, 15,000 employees, $500 million in annual NAF revenues) and providing direction and management control of financial requirments and resources.
Initiates travel arrangements for all MWR employees for official temporary duty travel using non-appropriated fund monies. Non-appropriated Fund (NAF) travel orders are prepared through Travelennium or similar automated computer reservation system. Travel arrangements include making Bachelor Housing (BH) or hotel/motel reservations; car rental reservations, writing itineraries and purchasing airline tickets. Prepares travel orders DD-1610 recording standard document number, traveler's name, destination, reason for travel, date of departure, date of return, estimates for the cost of per diem, transportation, and miscellaneous expenses and amount of travel advance. Prepares written request of NAF travel card activation. Ensures travel orders receive proper approval with signatures prior to departure of traveler.
Receives required receipts and statements for lodging, rental cars, meals, etc. following completion of travel for reimbursement of completed travel payment. Answers questions concerning computation methods. Ensures all claims are authorized by the travel order. Follows up to ensure all documents are submitted in a timely manner.
Verifies and determines validity of travel claims for employees traveling Permanent Change of Station (PCS) orders providing entitlements or procedures related to personal property shipment such as temporary storage or goods, weight allowances, prohibited items, and shipment of unaccompanied baggage, privately owned vehicles, and household goods. Reviews travel orders and applicable regulations to advise on entitlements, such as allowances for house hunting trips, temporary quarters, reimbursable expenses, relocation services, and the paperwork necessary to document travel and substantiate claims for reimbursement.
Maintains and reconciles accounting records by implementing principles of accounting and double entry bookkeeping. Posts general ledger accounts from original documents received. Reviews, examines, verifies, balances and analyzes documents for validity and accuracy which includes orders, invoices, vouchers, and other documents receipts.
Must meet Federal Employment suitability requirements and successful completion of background investigation. Background Investigations are conducted using fingerprint identification and completion of background inquiry forms.
Must successfully pass E-Verify employment verification check. Any discrepancies must be resolved as a condition of employment.
Must be able to stad a moderate amount of time, carrying loads is limited to briefcases, laptops, notebooks, file boxes etc.
Muat be able to spend long periods in front of a computer monitor doing routine processing and research.
Must have your salary sent to a financial institution of your choice but Direct Deposit/Electronic Funds Transfer.
Qualifications
High school graduate with at least two years of experience in accounting/business area.
Previous experience in the Navy Accounting System is desirable.
Knowledge of rules, procedures, and operations for processing numerous travel orders, which are frequently revised.
Ability to relate with employees and to resolve conflicts or issues related to the travel.
Knowledge of accounting procedures as related to travel.
Knowledge of regulations governing a wide variety of types of passenger travel to make arrangements, provides advice, or performs other work that requires authoritative procedural knowledge of various travel policies or laws.
Education
High school graduate with at least two years of experience in accounting/business area.
