  • Utilizes qualitative and quantitative techniques for analyzing and measuring the effectiveness, efficiency, and productivity of administrative and technical programs.
  • Determines selection and application of analysis and research techniques to be used in various projects.
  • Applies fact-finding and investigative techniques to improve business processes and utilization of scarce resources.
  • Applies process management tools and techniques as well as change management theory and application to ensure established or improved workflows are properly accepted and managed.
  • Leader in the documentation of business processes.
  • Maintains cognizance of current private sector and industry organization trends in information technology.
  • Determines the approach, methods, and prioritization of project completion.
  • Ensures that all automated systems (databases) utilized in the OHI are functioning in a manner that facilitates the efficiency and effectiveness of the offices.
  • Serves as a technical expert and authority for performing as a proactive, hands-on system administrator on multiple existing databases and web resources.
  • Designs survey instruments, methodologies and/or analysis tools, collects information, provides analysis and recommends actions.
  • Formulates measurement criteria in specified subject matter areas and develops key performance measures to include monitoring mechanisms for performance measures.
  • Monitors systems functionality and anticipates organizational needs relative to the operational aspects.
  • Develops and maintains an inter-departmental data repository that consolidates conceptual, logical and physical data necessary to perform data analysis and trend tracking.
  • Facilitates information flow between offices and facilities in relation to management controls and efficiency.
  • Applies advanced judgment in execution of responsibilities and ability to adapt to rapid changes.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/08/2023.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS13 position you must have served 52 weeks at the GS12. For a GS14 position you must have served 52 weeks at the GS13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifies a need; gathers, organizes, and maintains information; determines its importance and accuracy, and communicates it by a variety of methods. Designs survey instruments, methodologies and/or analysis tools, collects information, provides analysis and recommends actions. Applies process management tools and techniques as well as change management theory and application to ensure established or improved workflows are properly accepted and managed
  • Selective Placement Factors: This position includes selective placement factors (skill, knowledge, ability or other worker characteristic basic to - and essential for - satisfactory performance of the job). Selective placement factors are a prerequisite to appointment and represent minimum requirements for a position. Applicants who do not meet it are ineligible for further consideration. The selective placement factors for this position are:
    • Expert knowledge of the uses of database management systems and software to control the organization, storage, retrieval, security, and integrity of data.
    • Working knowledge of Hyper Text Markup Language (HTML) and Standard Query Language (SQL).
    • Mastery at administrator level in VA systems: Talent Management System (TMS), LEAF, Microsoft Access, SharePoint, and Power BI.
You will be rated on the following Competencies for this position:

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is predominantly sedentary and does not require any special physical effort. Some work may require walking and standing in conjunction with travel and attendance at meetings and conferences way from the work site. Incumbent may carry light items such as meeting materials and a portable computer and may be required to drive a motor vehicle relative to attendance at meetings. The work often requires long hours to meet project deadlines and to devise corrective action and solutions to unexpected technical and/or management crises resulting in sometimes highly stressful work situations. The work requires almost constant use of a video display terminal.
