Summary

This position is part of the Office of the Secretary IBC HRD Payroll Operations Division (POD), Payroll Operations Branch. The incumbent serves as a Quality Control Specialist which will be responsible for performing in the areas of internal control management, process improvement and development, research, and reporting. The selectee must physically report to the duty station. This is not a 100% remote position.

Help
  • Utilizing common payroll laws, policies, regulations, and procedures to evaluate overall payroll delivery services.
  • Conducts verification and third-party accountability reviews to identify trends or gaps, compliance with laws, regulation, and consistency of payroll processing.
  • Perform workflow review to identify process improvement, productivity, and accuracy.
  • Interpret policy and regulatory requirements to maintain existing processes, work instructions, guides, and technical courses. Draft training proposals to bridge gaps.
  • Work independently on routine or continuing current and retroactive payroll actions utilizing Federal Personnel Payroll System to research payroll output discrepancies in correlation with federal law, pay scales and internal processes.
  • Analyze generated reports to identify payroll records that require corrective actions due to retroactive pay and or leave discrepancies.
  • Proactively present alternate approaches to minimize reoccurring payroll processing issues. Present trends and findings to all levels of Payroll.

Qualifications

At the GS-09 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-07 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience with federal payroll rules, regulations, procedures, and policies; experience with a variety of broad range of pay plans with differing entitlements, leave, work schedules, time and attendance systems, benefit programs, retirement administration, debt collection, and tax regulation.
OR
B. A master's or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to such a degree; or LL.B. or J.D., if related in one of the following fields: Business Administration, Finance, HR Management, Communication, etc. (Note: Applicants who select this response must provide transcripts as verification of their education).
OR
C. A combination of specialized experience and graduate level education as defined above which equals 100%. For example, 6 months of specialized experience and 1 year and 6 months of graduate level education. (i.e. 41 quarter hour or 27 semester hours of education. At the GS-11 level, you must meet one of the following qualifications:
A. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to experience with federal payroll rules, regulations, procedures, and policies to recommend process improvements; experience with a variety of broad range of pay plans with differing entitlements, leave, work schedules, time and attendance systems, benefit programs, retirement administration, debt collection, and tax regulation; and experience with conducting verifications and/or workflow reviews to process current and retroactive complex payroll discrepancies.
OR
B. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or LL.M., in a related field which demonstrates the knowledge, skills, and abilities necessary to do the work of this position. OR
C. A combination of specialized experience and graduate level education as defined above which equals 100%. For example, 6 months of specialized experience and 2 year and 6 months of graduate level education. (i.e. 68 quarter hours or 45 semester hours of education. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
