The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.
This position is being advertised at the Director Band level, equivalent to a GS-15. The salary range for this position is $155,700.00 - $183,500.00. The salary figures include locality pay.

Directs the HR operations for the OIG and performs full supervisory responsibilities for assigned staff.
Provides innovative and expert leadership to strategic planning, workforce planning, and automation of the Office of the Inspector General's human resource management programs, ensuring alignment with Agency goals and objectives.
Ensures (1) the maintenance of a position classification program designed to determine appropriate pay band, occupational grouping, title and grade of positions, as well as the provision of advice on position and organization design; (2) the recruitment, selection, and placement of employees; the performance of job analysis; workforce planning and analysis; and provision of advice to management in identifying, attracting, and retaining a high-quality and diverse workforce that is capable of accomplishing the agency's mission; (3) the provision of guidance and consultation to employees, former employees, survivors, and eligible family members regarding retirement, insurance, health benefits, leave programs, injury compensation, and employee assistance programs; (4) the development, tracking and implementation of all employee training programs, to include executive leadership and mentoring programs; (5) the administration, implementation and processing of activities associated to a national performance appraisal system. (6) the administration, monitoring, and implementation of agency award and recognition programs; (7) the administration of the OIG personnel security program involving the processing of mandated security clearances for different categories of employees.
Provides authoritative advisory service and/or develops authoritative policy interpretations in human resources.
Evaluates and makes recommendations concerning overall plans and proposals that impact human capital.
Partners with all OIG Components to assess the needs of all employees and works with the Office of the Chief Information Officer on innovative means of providing employee and applicant demographic data.
Represents the Office of the Inspector General in meetings with high-level officials from the United States Postal Service, other agencies, vendors, and members of external organizations. Responsibilities include presenting results of assessments and studies (which may be complex or controversial), negotiating agreements, and influencing approval and implementation of agency-wide solutions and plans.
Assures implementation by subordinate staff of the goals and objectives of an agency-wide program. Determines goals and objectives that need additional emphasis; develops measures that evaluate performance; makes recommendations for program improvement; and manages all resources as agency assets.
Identifies and resolves, as applicable, unique issues where no policy exists, taking innovative actions to address new needs and/or issues.
Furthers Diversity, Equity, and Inclusion by assuring equal opportunity for all subordinate employees in recruitment, selection, promotion, training, awards, assignments, discipline, and special program objectives.
Practices sound position management when assigning work, combining/separating duties, establishing and abolishing positions, and in fulfilling other human resource management duties and responsibilities.
Researches and stays abreast of current developments in Federal laws and regulations affecting HR; analyzes new or amended legislation; and makes recommendations for changes to policies and procedures to ensure compliance with new developments.
Conducts research and analysis of organizational trends including review of reports and metrics from the organization's human resources systems.
Develops and implements the budget for the human resources directorate.
Facilitates professional development, training, and certification activities for human resources staff.
Must be able to pass a drug screening and medical assessment questionnaire.
Must be able to pass a background investigation.
Must be able to obtain and maintain Moderate Background Investigation security clearance..
Must be able to obtain and maintain a government-issued credit card.
May be required to successfully complete a 12-month probationary period.
Qualifications
MINIMUM QUALIFICATIONS
You must meet ALL of the minimum qualifications listed below.
Bachelor's Degree in Human Resources, Business Administration, or related field from an accredited college or university.
AND
At least 7 years of experience in two or more of the following Human Resources functions: recruitment and staffing, position classification, compensation, leave and benefits, employee training and development, employee awards and performance systems.
AND
At least 2 years previous supervisory experience.

Knowledge of Postal Service guidelines
Knowledge of Federal HR practices
Experience managing a team of Human Resources professionals.
Experience partnering with other professionals to identify and meet customer needs.
EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Demonstrated experience as a manager/director leading human resources programs and supervising staff, providing guidance, leadership and strategic management including development of goals and objectives, work plans, and tools to ensure optimal end results.
Ensuring compliance with governing laws and regulations.
Demonstrated experience developing creative solutions or innovations to create efficiencies in work processes.
Ability to develop, interpret, and/or advise senior management on Human Resources regulations and policies.
Superior customer service skills, including the ability to work with a team to develop and maintain effective working relationships with others from within and outside the agency with differing backgrounds and points of view.
Ability to effectively communicate both orally and in writing.
