Help
  • Provides support for the programs and projects as well as the programmatic line organizations at the Center. In addition, provides Ames OCFO leadership and expertise in cost estimating, earned value management, and schedule assessment support.
  • Mentors first-level managers on their respective roles and responsibilities to ensure clear understanding of the policies, rules and guidance related to the Center's financial operations.
  • Ensures the institutional health of the Agency/Enterprise/Center by improving capabilities/systems/processes and communities of practice to provide quality information and value-added analysis in accordance with guidance.
  • Provides operational leadership in the development and oversight of the Chief Financial Officer's policies and standards in support of the Center's program management.
  • Guides and advise personnel in program analysis, tool utilization developed in the areas of program analysis and controls, EVM and cost estimating. Ensures program and project budgets are properly developed and managed through execution.
  • Provides operational leadership in the development and oversight of the Chief Financial Officer's policies and standards in support of program analysis activities by providing leadership and structure for the Center's financial activities.
  • Provides a positive customer experience for internal and external stakeholders. Ensures timely and value-added support for, and resolution of, key Center financial, resources, and systems management matters in accordance with guidance.
  • Provides standardized and ad hoc financial and resources information and value-added analysis to support Agency/Enterprise/Center decision making in accordance with guidance.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:

  • leading or managing the financial administration or budgeting (such as: financial analysis, cost estimating, budget formulation and execution processes) to plan and control financial or budgeting processes for an organization's projects/programs;
  • collaborating with senior level managers and external stakeholders/customers to address and resolve resource and financial management problems and issues; and
  • providing guidance utilizing Federal statutes of financial management (e.g; Office of Management and Budget (OMB), other Government-wide regulations, directives, or policies and organizational directives and polices).
