Help

At the full performance level:
-Develops, prepares, and/or reviews plans, specifications, and cost estimates for construction and/or proposed/ongoing projects.
-Reviews designs for compliance with current industry practices and ensures designs fit field conditions; suggests modifications when issues are identified.
-Utilizes automated engineering drafting and design systems and applications.
-Uses a variety of contracting processes to provide engineering oversight for construction, architecture, or engineering contracts.
-Validates data used for and loaded into electronic/automated design and records management applications. Provides technical oversight in ensuring data integrity.
-Performs cost analysis reviews.

Qualifications

GS-10: To qualify at the GS-10, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-9 level in federal service having demonstrated experience.
GS-10 Specialized Experience: Specialized experience is defined as experience performing the following: Experience with using AutoCAD Civil 3D or equivalent software to develop engineering drawings.

GS-11: To qualify at the GS-11, you must possess one year of specialized experience equivalent in difficulty and complexity to at least the GS-10 level in federal service having demonstrated experience.
GS-11 Specialized Experience: Specialized Experience is defined as experience performing the following: Experience with using AutoCAD Civil 3D or equivalent software to: develop engineering drawings, create three dimensional surfaces, create plan & profile drawings, and calculate material quantities.

Probationary Period: You may be required to serve an initial probationary period.
Telework: Reclamation has determined that the duties of this position are suitable for telework and you may be allowed to telework with supervisory approval. Current Reclamation policy requires non-supervisory employees to report to the official duty station a minimum of 2 days every pay-period (2 weeks). Full time telework or remote work is not available for this position.

Category rating and selection procedures will be used to evaluate applications from this announcement. If an applicant meets the basic qualification requirements, his/her on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of his/her experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified, and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100. For evaluating the quality of candidates for referral to the selecting official, a three-phased process will be used.

Phase 1: Applicant resumes will be reviewed by Human Resources to ensure they meet the basic qualification requirements (see definition of specialized experience). If applicants meet basic qualifications on the initial phase, they will continue on to the second phase and will be given an interim score based on the applicant assessment questionnaire, which will take the applicant approximately 30 minutes to complete when initially applying. With information received from the applicant assessment questionnaire in the first phase, applicant's will be evaluated on the following Competencies: Applies Technology to Tasks, Customer Service (Clerical/Technical), Design, and Interpersonal Skills

Phase 2: Candidates who pass the first phase will have their resumes forwarded to Subject Matter Expert (SME) for a resume review. The SMEs will review each resume and assign a score based on the competencies listed. Applicant's will be evaluated on the following Competencies: Design, Customer Service (Clerical/Technical) and Applies Technology to Tasks.

Phase 3: Candidates will be given a final score which combines the scores from the first and second phases. Those candidates who score as best qualified will be referred to the selecting official for consideration.
