Summary

As a Program Analysis Officer, serves as Director of the Acquisition Workforce Division (QVA), Office of Policy and Compliance, in the Federal Acquisition Service (FAS), at the General Services Administration (GSA), and exercises leadership and delegated managerial authority over FAS-wide acquisition career management activities.

Location of position: The location of this position is any GSA satellite location in the U.S.  This is a Category 2 position, telework eligible.

Duties

  • The Program Analysis Officer participates with senior management in the development and provision of strategic program guidance to
    the Assistant Commissioner for FAS Office of Policy and Compliance.
  • Serves as top level advisor and consultant to GSA/FAS appointed officials on all controversial matters involving the work of the division relating to training, development and performance measurement of the FAS acquisition
    workforce.
  • Monitors and evaluates progress of the division toward meeting agency and organizational goals.
  • Makes adjustments in objectives, business plans, schedules and commitment of resources.
  • Provide Career path guidance and leadership development for FAS Acquisition Activities 
  • Communicate and implement Federal and agency-specific workforce policies, procedures, and initiatives based on customers' requirements, commercial market trends, and federal best practices.

The GS-15 salary range starts at $117,518 per year.  

Certain location-based pay entitlements (such as locality payment) are based on the location of the employee's official worksite associated with the employee's position of record.

To qualify, you must have at least one year of specialized experience equivalent to the GS-14 level or higher in the Federal service.

SPECIALIZED EXPERIENCE:  

Specialized experience is one year of experience equivalent to the GS-14 in the Federal service. 

Specialized experience is developing, communicating, implementing and evaluating complex strategic initiatives that impact a large organization with
diverse functional sub-organizations; managing multiple work groups and on-going projects requiring monitoring different interconnected tasks and
activities; implementing solutions to complex issues; and, building trust and communications with internal and external stakeholders.

  • Ability to directs highly technical, or complex administrative program which involves policy and procedures development and
    implementation, acquisition management, oversight and internal controls, acquisition data quality and workforce training and development.
  • Ability to exercises significant responsibilities in dealing with officials of other units or organizations and in advising management
    officials of higher rank. Makes selections for non-supervisory subordinate positions.
  • Ability to provide Career path guidance and leadership development for FAS Acquisition Activities Communicate and implementFederal and agency-specific workforce policies, procedures, and initiatives. based on customers' requirements, commercial market trends, and federal best
    practices.

Additional hurdle assessments, such as narrative responses or other assessments, may be administered to applicants who meet the requirements of the first hurdle, e.g., the minimum qualification requirements. If additional assessments are used, you will be provided with further instructions.
